SOLIDARITES INTERNATIONAL (SI) est une association d’aide humanitaire internationale qui, depuis plus de 40 ans, porte secours aux populations victimes de conflits armés et de catastrophes naturelles en répondant aux besoins vitaux, boire, manger, s’abriter. Particulièrement engagée dans le combat contre les maladies liées à l’eau insalubre, première cause de mortalité au monde, SI met en œuvre par ses interventions une expertise dans le domaine de l’accès à l’eau potable, l’assainissement et la promotion de l’hygiène mais également dans celui, essentiel, de la sécurité alimentaire et moyen d’existence. Présentes dans plus de 20 pays, les équipes de SI, 2500 personnes au total, composées d’expatriés, de staffs nationaux, de permanents au siège, de quelques bénévoles…- interviennent avec professionnalisme et engagement dans le respect des cultures.
LA MISSION
La mission de Solidarités International (SI) au Tchad et au Cameroun, nommée Tchameroun, a fusionné en 2021.
Sa coordination est basée à Yaoundé. Elle se compose d’une directrice pays, d’une coordination des programmes (coordinateur, adjoint et responsable SERA), d’un département administration, RH et finances (coordinatrice, adjoint.e.s, assistants), d’un département logistique (coordinateur, adjoint et gestionnaires), d’une grant manager et d’un chargé de reporting et communication. SI Tchameroun compte également trois coordinateurs terrain (CT).
SI Tchameroun est présente dans les régions du Logone oriental, du Lac, du Ouaddaï et du Sila, au Tchad, à l’Extrême-Nord (EN) du Cameroun, à N’Djamena et à Yaoundé. La mission reçoit des fonds humanitaires (ECHO et CDCS) et de développement (AFD). Elle mène actuellement des projets d’assistance d’urgence –EHA, transferts monétaires-, de renforcement des moyens d’existence et d’accès à l’eau, l’hygiène et l’assainissement. Elle intègre une forte dimension d’autonomisation et de renforcement des organisations de la société civile et de la résilience des bénéficiaires de ses projets.

Budget 2023 : environ 4,5 millions d’euros.
Le présent avis de recrutement concerne le poste d’admin-log de la base de Baga Sola, issu d’une reconfiguration RH.
La base de Baga Sola compte environ 15 personnes aujourd’hui.
DESCRIPTIF DU POSTE
Objectif général :
The logistics and administration/finance/HR manager (known as “log-admin”) in a locality ensures the administrative, financial and logistical management of the base. He/She supports and supervises his/her team. He/She is the preferred contact for the field coordinator for all questions related to support functions.
Main Challenges:
- Base which reopened in 2022, small team and limited skills in logistics and administration/finance/HR.
- Complex humanitarian and relatively volatile security context.
Priorities for the first 2/3 months:
- Support the potential extension of IS base projects in Baga Sola.
- Strengthen the skills of the teams in the administration and logistics departments under his responsibility.
- Strengthen the partnership with the local NGO ACHDR

IF WILL OFFER YOU THE FOLLOWING CONDITIONS
A salaried position: Depending on experience, from EUR 2310 gross per month (2100 basic salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of EUR 600
SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.
Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.
Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.
LIVING CONDITIONS :
- Baga Sola is one of the main localities in the Lake region of Chad, located approximately 400 km from N’Djamena, accessible by plane and by road. Living conditions there are simple and basic. There is a market with basic products and few leisure spaces.
- The log-admin is one of the two expatriates for SI au Lac, with the CT. Many international NGOs and UN agencies have an office in Baga Sola.
- The Baga Sola hospital provides treatment for common pathologies, without complications. In the event of a more serious health concern, a transfer to the regional hospital in Bol or a structure in N’Djamena can be organized.
- Within the IS base (a single office/guest), the log-admin will have an individual room and bathroom. The BSE is equipped with: water, electricity, Internet, air conditioning, television.
SAFETY CONSTRAINTS:
- The context of intervention in the Lac region, in Chad, is characterized by the presence of organized armed groups, clashes between groups and with security forces, intercommunity conflicts, acts of predation and the presence of explosive devices improvised. Humanitarian actors have not, to date, been targeted by attacks.
- Armed conflicts and climatic hazards cause numerous displacements of people.
- The town of Baga Sola is known to be calm. Acts of crime are sometimes noted there.
- For all movements on the ground, in the localities of intervention, security checks must be precise and meticulous, and the means of communication efficient.
- The authorities are monitoring humanitarian activities. It is essential to maintain good relationships and respect the rules relating to the communication of information on activities.
