The Role
The role is based in Port Sudan with frequent travel to states and projects sites and is open to both
International and Sudanese Nationals. The Country MEAL Manager will bring energy and innovation to ensuring quality and accountability of our humanitarian and development programming in East Sudan.
This is a 1-year position with possibility of extension depending on performance, donor requirements and availability of funding. The role reports directly to the Country MEAL Coordinator .
You.
You will primarily be responsible for leading implementation of high-quality MEAL interventions according to ALIGHT MEAL strategy in Sudan, generally supporting all states in Sudan. You will be responsible for rolling out the MEAL country strategy, provide capacity building and technical support to all program teams on key MEAL technical issues, support program teams in monitoring and evaluation of ALIGHT programs, lead accountability activities, contribute to lessons learned, manage MEAL staff at state level, support program reporting, communication and representation.

Planning and Development of MEL processes
• Lead implementation of the ALIGHT MEAL strategy at country level.
• Support the Country MEAL Coordinator in developing project-specific M&E plans, frameworks, quality benchmarks that support evidence and learning agenda as well as processes for knowledge sharing.
• Lead monthly and quarterly review and planning meetings.
• Ensure MEAL data and reports are consistent with ALIGHT and donor reporting requirements, of high quality and on time.
• Ensure that M&E activities (monitoring and assessment data collection, analysis and reporting) are
applied across all projects, and comply with M&E plans and M&E SOP’s.
• Support the Country MEAL Coordinator in developing study protocols and TORS of consultants.
• Ensure that state offices comply with ALIGHT MEAL processes and standards and ensure
standardization of reports including Indicator Performance Tracking Tables (IPTTs).
• Coordinate with staff to develop tools, SOPs and methods to improve data collection for PDMs, KAP surveys, baselines, endline and evaluation data.
• Support the team in generating lessons learnt and good practices, and documenting case studies
which demonstrate qualitative and quantitative changes over a period.
• Support Country MEAL Coordinator to conduct learning and reflection events for all projects across
the states.
Data management and reporting
• Contributes towards review, revision and development of data collection tools, methodologies, and
standardized reporting templates.
• Supports Country MEAL Coordinator in developing analytical reports from project M&E data.
• Support Country MEAL Coordinator in ensuring that M&E, project and donor reports are submitted to Grants Team to fulfill donor reporting requirements on time.
• Develop databases that enhances data access, data comparability and information sharing across
the states.
• Support Country MEAL Coordinator to create data visualization in a clear, concise and easily
understandable format that reduces reporting lead time.
• Develop dashboards which allows project managers and project officers to monitor the contribution of various project activities and gauge how well projects are performing.
• Support with information management of MEAL/MIS documents on SharePoint particularly ensuring
that folders are logically arranged, updated and accessible to teams.
Accountability, knowledge sharing and organization learning.
• Supervises development and implementation of the FCR-M, including visibility and information
sharing, receipt and logging of complaints, provision of appropriate responses and donor reporting in
line with ALIGHT Sudan FCR-M guidelines and protocols.
• Lead on preparation and organizing learning and information sharing workshops with MEAL and
program teams at country level.
• Ensure logging and follow up on MEAL related feedback in FCR-M tracker.
• Engages Country MEAL Coordinator to support dissemination of project lessons.
• Support Country MEAL Coordinator to develop F-CRM dashboards and ensure utilization of
information at country level.
Fundraising
• Support Country MEAL Coordinator in proposal design, development, and writing ensured that MEAL resources, products and staff are available for that purpose.
• Participate in gathering, analyzing and developing information products to support fundraising efforts
Human Resources
• Manages MEAL teams in States with direct line management of MEAL officers and MIS officers.
Provide M&E induction training to new staff.
• Capacity building of program and MEAL staff in planning and technical skills
• Identify learning and training opportunities for MEAL staff, stakeholders and partner staff in the states.
Qualification and experience
• Degree level in statistics, monitoring and evaluation, humanitarian studies, development studies,
social sciences or any other related field.
• Master’s degree or higher in relevant subject preferred.
• At least 4 years of professional experience within the humanitarian and/or development organization.
• Demonstrated experience in leading the MEAL development and roll-out for multi-sector
programming.
• Experience conducting research including development of tools, data analysis and repot writing.
• Digital data gathering software packages (Kobo ToolBox, ODK or similar)
• Excellent computer skills (MS Word, Excel, PowerPoint)
• Excellent analytical skills and use of analysis software (SPSS or similar)
• Experience with team management/supervision, interest and experience in capacity building of
national teams.
• Excellent communication skills, including fluent spoken and written English, Arabic is a significant
advantage.
• Experience of working in complex and volatile contexts, including familiarity with the humanitarian
contexts of Sudan, would be an advantage.
