Protection Referent on Migration Projects At Médecins Sans Frontières

Médecins Sans Frontières, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflict, but also epidemics, pandemics, natural disasters, or exclusion from care. The French section is present in around thirty countries.

We are looking for a Protection Referent on Migration Projects.

Contexte :

The MSF France Operational Cell 2 current portfolio includes the missions in France, Libya, Tchad and Central African Republic. With two missions (Libya and France) in its portfolio with a strong multidisciplinary approach including provision of protection stand-alone services, the Operational cell 2 has decided to extend its capacity in Protection to provide technical support to MSF staff for the identification, anticipation, mitigation and response to protection concerns, both at the individual level and at population dimensions. This efforts contributes to the strategic plan of OCP and our revised operational approach : “to review our medical approach based on an accurate understanding of patients’ and population needs, as well as their constraints.”

Mission :

  • Provide technical support to MSF staff for the identification, mitigation and response to protection concerns, both at the individual level and at population dimensions: coaching and support, provide guidance on tools that could exist or be created/standardized.
  • Develop organizational knowledge on protection, capitalize on these experiences and provide tools, module of training/coaching on ways of working regarding protection services.
  • Support MSF protection team in the link with ope team
  • Work in collaboration with advocacy in particular for Out of Libia project
    • Support field teams (both ops, medical and social) to integrate protection into their activities (needs assessment, review project profile, review tools) with emphasis on the multidisciplinary and complementarity with medical care.

This position covers all countries/interventions within Operation Cell 2, with a specific focus on France and Libya. This person will be part of the cell team and reports directly to the cell Manager, with a functional link to the People Centered Approach Manager. Working closely with Advocacy managers, HoM, Protection Coordinator, Medical Coordinators and Project Coordinators is key to conduct this role.

Responsibilities and Main functions :

  • Give support towards the management of specific cases of Protection.
  • Contribute to the analysis of the context with emphasis on issues related to humanitarian space, patterns of violence and displacement and protection of the population at project level.
  • Work in close collaboration with medical team and the operational line to ensure that violence and displacement issues are adequately monitored, risks and potential mitigation measures identified (which might potentially influence program design and implementation).
  • Document lessons learnt and contributed to the development of ‘good practice’ on the identification, monitoring, mitigation and management of protection concerns
  • In collaboration with IT and Libya mission, support the development of an integrated case management tool
  • Share, Discuss and disseminate findings on Protection within OCP especially other cells working on vulnerable populations and migration project.
  • Develop capacity of field and HQ teams in relation to protection: briefings, ability to understand protection concerns, training/webinar on ways of working on protection concerns issues, facilitate exchange discussion between projects implementing protection.
  • Develop a protection guide line for OCP
  • Contribute to develop a “protection culture” and good practice inside OCP
  • Contribute to aim the discussion around protection in interdesk migration

Expected Outcomes :

  • Write analytical reports at the end of each field visit (snapshot framing protection issues) and provide recommendations and a road map of next steps for the project/mission on identified topics
  • A Protection tool kit including guidance on what can be done related to protection of individuals, and associated tools
  • Write annual rapport in protection activity

Professional skills:

Education : Academic background at Masters’ level (in anthropology/social/political sciences, law, gender studies, protection) with first-rate writing skills and excellent research / analytical skills.

Experience

  • Minimum of 5 years field humanitarian experience in contexts of conflict, displacement, resource-poor environments. MSF experience.
  • Experience as Protection Coordinator or Manager in other organizations.
  • Experience working with Victims of Torture, Unaccompanied Minors or Survivor of Sexual Violence.
  • Experience in Protection Mainstreaming in health services an asset.

Knowledge Essential computer literacy (database design/analysis, MS package, and internet-based research)

Languages: English and French mandatory (B2), Arabic an asset.

Status: Fixed-Term contract (12 months). Position based in Paris with expected travel to the Field/missions.

Conditions : 54,9 K € brut annuel sur 13 mois.

22 days of RTT per year. Health insurance paid at 100% by Médecins Sans Frontières. Meal vouchers with a face value of €11 (60% paid by Médecins Sans Frontières). 50% reimbursement of public transport fares.

Expected Starting date: 15/05/2024.
