Working Context

WeWorld started operating in Lebanon in 2006 with a LRRD approach, supporting the reconstruction and development of the rural socio-economic fabric. Since 2012 and the onset of the Syrian crisis, WeWorld has provided humanitarian assistance in WASH, Shelter, Protection, and Basic Assistance to refugees living in the Governorates of Baalbek-Hermel and Akkar. To alleviate the stress on the host communities’ infrastructure and services and to prevent social tensions, WeWorld interventions compounded support to Lebanese institutions in their delivery of public services (education, waste collection, water services) to both the local and refugee communities. With the deterioration of the socio-economic situation in Lebanon, WeWorld increasingly focused on strengthening the population’s resilience, enhancing the communities’ capacity to find, within their fabric, the skills and resources necessary to grow in a self-sufficient manner adopting a Nexus approach.

WeWorld’s current interventions focus on:

  • Promoting rural economic development, and livelihood opportunities, focusing on the most promising agricultural value chains, supporting Cooperatives, SMEs and local institutions, and adopting a holistic territorial approach
  • Improving access to water resources and sector governance, contributing to the strengthening of the four regional Water Establishments and to the efficient organization of potable water services and irrigation
  • Increasing social stability and resilience, improving the conditions of access to public education through the renovation of school buildings and the implementation of non-formal education activities
  • Fostering protection of vulnerable populations, providing vouchers and in-kind assistance (Food Distributions, Basic Assistance, etc.) to the most vulnerable Lebanese and Syrian households

Job Position

Under the direct supervision of the Country Head of Programmes, the Emergency Cash Assistance Project Manager is responsible for the operations management, guidance of the wider operational aspects and coordination with the regional and national sectors of interest. The Project Manager is responsible for coordinating and overseeing the day-to-day operations of the team, ensuring implementation within WeWorld regulations, procedures, guidelines, and strategies as well as Donor contractual requirements. The Project Manager will have oversight over core functions of administration; finance, procurement, logistics and monitoring. S/he will work in close coordination with the departments of MEAL, Finance, Proc/Log and HR as required and the Country Security Manager.

Main functions and duties

Programme Quality & Support

  • Define together with WeWorld’s cash expert, and in line with the sector practices in Lebanon, the project Cash Assistance intervention strategy and draft the guidelines
  • Ensure that the compliance of guidelines by the project team and partner
  • Oversee the preparation and tracking of cash transfers, making sure the project is following WeWorld operational procedures
  • In coordination with the MEAL department, supports the development of the M&E plan
  • Contributes to the effective implementation of monitoring evaluation, accountability and learning activities in coordination with MEAL department
  • Considering the changing and volatile Lebanese context, through a continuous Conflict Sensitivity analysis, adapt the intervention as required
  • With support from the Finance and Procurement departments, ensure a realistic budget forecast through a monthly update and review of the financial monitoring tools and regular update of the procurement plans when needed
  • In coordination with the project partner, prepare timely reports in compliance with internal WeWorld SoP and external donor contractual obligations
  • Ensure accountability of the activities, keeping a focus on learning and ensuring continuous improvement in the implementation based on the received feedback by the beneficiary through the PDM and the WeWorld Feedback and complaint reporting mechanism

Human Resource

  • Support recruitment, induction and training of new staff
  • Ensure that all staff clearly understand their roles and responsibilities. Based on their job descriptions set individual objectives, monitor performance, and provide constructive feedback to them
  • Identify learning and training opportunities for project staff
  • Supporting capacity building, learning and coaching/mentoring for the local partner

External relations

  • Ensure that WeWorld intervention is adequately coordinated with the sectors at the regional and national level
  • Represent WeWorld in relevant coordination mechanisms, ensuring counterpart staff and agencies are aware of and learn from the implementation of all aspects of the Project
  • Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area
  • Contribute to communications and media work as required

Qualifications and Knowledge

  • University degree in social sciences, operations, international cooperation, Business Administration or equivalent work experience
  • Knowledge of main donors’ policies and procedures (EU, UN Agencies, ECHO)
  • Good computer skills, in particular MS Office package
  • Strong English communication and writing skills

Professional experience

  • Experience in cash-based programming is a must
  • At least six years of international experience of which three working in emergency context as project managers
  • Experience in budget management and development of proposals for major donors including ECHO, and the Country Humanitarian Funds
  • Demonstrated successful experience in cash programming
  • Experience of managing programs in a complex and rapidly changing security context, and management of security incidents

Skills and Abilities

  • Strong interpersonal relationships and good communication and leadership skills
  • Ability to perform under stress conditions
  • Capacity to work autonomously and in problem prevention/resolution
  • Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues
  • Integrity in line with the Humanitarian Principles and ethical standards
  • Cultural, gender, religion, and age sensitivity and adaptability
  • Availability to commit to a long-term deployment

DESIRABLE REQUIREMENTS

  • Previous experience in Lebanon or in the MENA region
  • Knowledge of the Arabic and/or French language
  • Knowledge of Italian language
  • Knowledge of Inter-Agency in Lebanon systems and coordination mechanisms

WHAT WE OFFER

Type of contract: a first 3 (three) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 9 (nine) months, following the positive evaluation of the first months of contract

Economic conditions: to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex, housing and hardship based on place of work; schooling, flights for children and insurance coverage for children)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight
