The American Bar Association Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries. Together with partners including judges, prosecutors, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and social organizations, ABA ROLI designs programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

Project Background

ABA ROLI is seeking a Regional Coordinator to support the implementation of the “Strengthening Judicial Practice in Rural Areas of Colombia” program. The goal of the program is to improve the efficiency and efficacy of the judiciary in rural areas in Colombia in the regions of Antioquia, Arauca, Chocó, La Guajira, Nariño, and Norte de Santander. This is a full-time position that is responsible for supporting ABA ROLI’s program initiatives for the judiciary in the departments of Norte de Santander and Arauca.

Location:

The position will be based in Cúcuta, Colombia.

Supervision:

The Regional Coordinator for Norte de Santander and Arauca will be supervised by the Program Deputy Director.

Responsibilities:

  • Provides technical assistance for activity design and implementation for ABA ROLI’s programming initiatives for the judiciary in the departments of Norte de Santander and Arauca.
  • Supports the coordination with local institutional partners in the departments of Norte de Santander and Arauca for activity implementation.
  • Provides ongoing feedback and support to the technical leads for the programming initiatives for the judiciary, as well as supporting monitoring and evaluation processes.
  • Represents the program in meetings, workshops, and events with local partners from government, civil society, grassroots groups and international cooperation representatives.
  • Oversees and supports events planned in the departments of Norte de Santander and Arauca, including identifying meeting or event spaces, early identification of participants and dignitaries, support for agenda setting, and providing necessary logistical support during the event and post-event in terms of reporting.
  • Contributes to documenting progress and achievements of activities in the departments of Norte de Santander and Arauca for quarterly reports, bi-monthly newsletters, and success stories.
  • Ensures the timely delivery of travel requests, expense reports for the regional program activities in accordance with ABA policies.
  • Works with the program technical leads to collect and analyze information related to the program activities in the departments of Norte de Santander and Arauca.
  • Remains informed about new rules, regulations, programs, initiatives, or local projects that are of interest to the Program.
  • Other responsibilities as assigned.

Basic Qualifications:

  • Juris doctorate from an ABA-accredited law school or recognized foreign law school, or an Advanced degree (U.S. or foreign) in a relevant field, including law, politics, and/or government.
  • Four (4) years of professional experience working with international organizations, public sector, NGO, preferably in the field of criminal law and international development in a relevant field, including, but not limited to, combatting corruption, money laundering, drug trafficking, environmental crimes, and cybercrimes.
  • Proven experience working with the judicial branch, as well as in the development of similar functions in the region for which he/she is applying.
  • Knowledge of the political, social, and economic context of Colombia, especially in Norte de Santander and Arauca.
  • Proven experience working in the criminal law and Accusatory Penal System in Colombia.
  • The person must have excellent writing and communication skills in Spanish. He or she must also have the ability to work in a team and with diverse audiences.
  • He or she must be proactive and creative in problem solving, must be able to work with minimal supervision and deliver the stated deliverables on time.
  • Must have the availability to travel monthly for short periods of time within the departments of Norte de Santander and Arauca.

Preferred Qualifications

  • Experience in judicial education or training programs, particularly involving judges, or a proven track record of delivering legal education or capacity-building sessions within the judicial sector.
  • Professional-level English language skills (written and oral).
  • Knowledge and experience working on issues related to the Action Without Harm approach and other differential approaches is a plus.
  • Colombian National strongly preferred.

Program presentation

ABA ROLI is looking for a Regional Coordinator to support the implementation of the program “ Strengthening the Judicial Function in Rural Areas of Colombia ”. The objective of the program is to contribute to strengthening the efficiency and effectiveness of the judiciary in rural areas of Colombia in the departments of Antioquia, Arauca, Chocó, La Guajira, Nariño and Norte de Santander. This position is full-time to be responsible for supporting ABA ROLI initiatives for the judiciary in the departments of Norte de Santander and Arauca.

  • Work with the program’s technical leaders in the collection and analysis of information related to program activities in the departments of Norte de Santander and Arauca.
  • Inform about new rules, regulations, programs, initiatives, or local projects that are of interest to the program.
  • Other responsibilities as assigned.
