Project Background:

The Bangladesh Systems Strengthening for One Health (SSOH) aims to enhance Bangladesh’s global health security (GHS) capacity to operate a high functioning and equitable One Health (OH) disease detection system that prevents, detects, and responds to new and emerging infectious and endemic zoonotic disease, while ensuring good One Health governance and reducing risks of irreversible antimicrobial resistance (AMR). Through evidence-informed and integrated systems approach, SSOH will strengthen Bangladesh’s One Health Systems and enhance the country’s capacity to prevent, detect, respond to, and recover from infectious disease threats. The activity aims therefore aims to achieve results under the following development objectives:

  1. Strengthen Systems for Better One Health Governance across the Government of Bangladesh (GOB)
  2. Strengthen One Health Disease Detection Systems for effective prevention, detection and response.
  3. Reduce Threats of Antimicrobial Resistance (AMR) across OH sectors.

Role’s Purpose:

Under close supervision of the COP, the MELA will work closely with the Public Health, Animal Health and Environment & Wildlife Health Team Leads to ensuring that ongoing monitoring, evaluation, and learning (MEL) interventions are implemented throughout the life cycle of this activity. The MELA Director will be responsible for ensuring the collection, analysis, and reporting of high quality, accurate, and reliable data for all related MEL matters of this activity.

Key duties and Responsibilities:

  • Lead the development and management of the MEL Plan.
  • Develop and maintain systems to collect data and lead analysis to produce information on inputs, outputs, outcomes, and impact of the project.
  • Review activity implementation on a regular basis and communicate the critical learning points with USAID and other relevant stakeholders and support the activity in making evidence-based and informed decisions to ensure results.
  • Collaborate and oversee sub-grantees and provide them with feedback on data collection and indicator use; analyze data reported from sub-grantees; and support training of M&E personnel in quality assurance methods.

Qualifications:

  • Master’s degree or above in statistics, population studies, social sciences, sociology, economics, management or a related field.
  • Minimum of 8-10 years of professional experience in the field of monitoring, evaluation, learning and research.
  • Demonstrated experience working in the field of Global Health Security and One Health.
  • Demonstrated experience developing MEL frameworks to measure systems strengthening.
  • An understanding of Joint External Evaluation tool, State Party Self Assessment Annual Reporting Tool, and other international Monitoring and Evaluation tools pertaining to Global Health security is preferred.
  • Previous experience working on USG or other bilateral and multilateral organization projects.
  • Exceptional interpersonal skills and fluency in written/spoken English required. Bengali language abilities highly desirable.

Reporting

The Monitoring, Evaluation and Learning Advisor will report to the Chief of Party and supervises the Monitoring, Evaluation and Learning Coordinator.
