CONTEXT :

Humanity & Inclusion (HI) has been present in Chad intermittently since the 1990s and permanently since 2014. HI operates today in N’Djamena, in Borkou (North), Ennedi (North East), Tibesti (North-West), in Moundou, Doba and Goré (South), Kanem (Mao), BeG (Moussoro) and at Lake Chad in Ngouri, Bol and Baga Sola (West). The main current sectors of intervention are as follows: Mine action including technical and non-technical surveys, risk education, mine clearance, and clearance; Functional rehabilitation (physiotherapy, orthopedics, hearing aids); Inclusive education; Emergency education and protection; The socio-economic integration of the most vulnerable households, particularly through the development of AGR, and professional training; Inclusive local development and support for community solidarity.

In the provinces of Kanem, BEG and Lac, the Saha wa tarbia project is implemented by a HI team made up of 11 members and 3 other NGOs thanks to AFD funding of 13 million euros.

YOUR MISSION :

Under the supervision of the Technical Head of Program, the Senior Consortium MEAL Officer is responsible for the design, implementation and monitoring of the MEAL system and operational information management (IM), with a view to to help manage the project and program by allowing access to up-to-date, reliable and relevant data. As a result, he/she monitors execution, evaluation of activities, accountability and learning in order to guarantee the expected performance of the project. He/she will work closely with all project consortium teams including ACF, HI, ADESOL and AFJT for the execution of high quality MEAL activities in the project

The Senior Consortium MEAL Officer will have a strong functional link with the consortium coordinator and the Education specialist of the HI program. He/She maintains functional links with all departments and is in permanent contact with the entire HI Chad team and members of the consortium.

Mission 1: Strategy and management

  • Contributes to the definition of the MEAL and Information Management (IM) action plan, implements and monitors it.
  • In close collaboration with the THoP, MEAL Program Manager, project managers, consortium members, ensures the implementation of monitoring systems, data collection, information management, evaluation, accountability to affected populations and management of knowledge adapted to the context and enabling compliance with HI standards.
  • Sharing with the MEAL Program Manager any information or difficulties that could contribute to the improvement of the systems.
  • Ensures the strengthening of skills and MEAL/IM and support for partners.
  • Ensures the popularization of the project quality policy (PQP) and its appropriation by the consortium team

Mission 2: Operational implementation

  • Support the HI project manager and partners in setting up the minimum management processes for the SAHA WA TARBIA project (Planning, Monitoring, Evaluation);
  • Ensures the establishment of systems for monitoring results and compliance with methodological standards for conducting surveys and evaluations;
  • Implements data and information management systems defined at project level;
  • Ensures monitoring of accountability mechanisms to populations, defined by the MEAL Program manager;
  • Contributes to learning and continuous improvement of interventions.

Mission 3: Emergency preparedness and response

Contributes to the program’s emergency preparedness actions and, during an emergency, adapts its working modality in order to contribute to an effective HI humanitarian response

YOUR PROFILE :

Diploma/Training:

  • Bac+4 training related to the job description (statistics, monitoring and evaluation, demography, etc.) or any other equivalent diploma;
  • More general diploma in the humanitarian/development sector, project management or other relevant sector.

Experiences:

  • Experience of at least 3 years in humanitarian work in an international NGO, UN agency or other type of international organization in a similar position;
  • At least 3 years of professional experience in monitoring and evaluation with an international humanitarian organization;
  • Proven experience and mastery of adult training methods and techniques;
  • Experience in project management and reporting, as well as consortium project MEAL management;
  • Experience in MEAL execution of health, education, gender projects;
  • Experience in the Saharo-Sahelian zone.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

Living conditions in Mao/Kanem are simple but good. There is a small community of expatriates working for NGOs (ACF, CARE) or United Nations agencies (PAM, FAO etc…). The base is made up of an office and accommodation for the expatriate. The offices are air-conditioned and fans are available if needed.

  • International contract for 12 months starting ideally from 06/15/2024

  • Salary : from €2,757 gross/month depending on professional experience
  • Per diem : €779.61 net/month – paid in local currency on site
