Created in 1979, Action Against Hunger is an international non-governmental organization that fights against hunger in the world. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has founded its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of undernutrition, particularly during and after emergencies linked to conflict and natural disasters. Assignment :
Under the responsibility of the Country Director, the Advocacy Expert will develop and support the implementation of an advocacy and communication strategy for the Democratic Republic of Congo.
More specifically, your missions will be as follows:
Ensure that the Country Office in the Democratic Republic of Congo is able to establish analysis and advocacy on the causal link between hunger and conflicts.
Develop and support the implementation of an advocacy strategy for the Democratic Republic of Congo.
Lead research activities throughout the MEFIC project cycle (start-up, reference, monitoring and dissemination).
Support coordination with Country Office staff to design research protocols and action plans (MEAL, senior management, CEOs, field coordinators).
Act as focal point and provide direct support to the national office.
Monitor national, regional or international policies that could have an impact on operations in the Democratic Republic of Congo.
Support the development of the political positioning of the country office in relation to operations in the DRC.
Collaborate with ACF-France headquarters (Advocacy & Operations), the ACFIN network, the ACF liaison office in Brussels and ROWCA to seize advocacy opportunities and ensure complementarity and consistency of messages at national and regional levels and international.
Ensure external representation in advocacy coordination forums and in working groups in order to integrate ACF positions.
Field trips will be required for 50% of working time.
Profile:
Holder of a Bac+5 (Master’s or Master’s degree) in social sciences, international relations, international humanitarian law, politics, development studies or a related field.
You have solid and demonstrated expertise in humanitarian advocacy and/or representation, negotiation and influence of aid policies.
You have proven experience in conducting research activities, analyzing qualitative and quantitative data sets. You have already worked with MEAL specialist collaborators for advocacy purposes.
You have an ability to understand a wide range of complex issues and synthesize them strategically.
You have a good knowledge of international humanitarian law, humanitarian principles, the humanitarian system, the transformative agenda, issues impacting humanitarian action.
You have excellent writing and oral communication skills in French and English.
Terms of employment
12 months of fixed-term contract under French law
Date of employment: ASAP
Position based in Kinshasa and/or Goma
Salary: Gross monthly starting salary of 2597 to 2968 euros depending on experience
Per diem and monthly living expenses: 973 euros (see eurocost) net, paid in the country’s currency
Monthly context allowance: Between 150 euros and 450 euros
Increase in basic salary: 6% every 12 months of continuous contract
16% of monthly salary gross of insurance reimbursement retirement for non-French citizens
Advantages: Child allowance: 1500 euros per year per child present in the country of origin (ceiling of 6000 euros/year)
Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% of the coverage of health contributions (CFE + supplementary health) and repatriation insurance
Leave and RnR: 25 days per year, 20 RTT per year and 215 euros paid during the recovery period
Travel to the field will be required for 50% of the work time.
