Acted France (HQ)
Acted’s headquarters was established in Paris in 2000 with the aim of coordinating the organization’s interventions on a global scale. Today the headquarters is made up of 110 people in the HR, Finance, Programs, Audit, Security, Logistics & Systems and Communication departments. These departments provide support to the 42 Country Directorates. The headquarters also serves as a focal point for Acted’s management, namely the General Director, the Development Director and the fifteen members of the Board of Directors.
Main role and responsibilities
The internal mobility manager assists the human resources director & the senior internal mobility manager or head of internal mobility on aspects relating to the career management of expatriate staff and headquarters and in particular the monitoring of the end of missions, evaluations and will be in charge of updating existing internal monitoring tools & processes. In addition, he/she participates in the fluidity and transmission of information between the different divisions of the HR department and will be able to provide cross-functional support on specific files.
The internal mobility manager will assist the HR manager & the senior internal mobility manager or head of internal mobility on aspects relating to mobility management and in particular:
1. Staff career monitoring
The internal mobility manager will be in charge of monitoring staff under contract divided between the internal mobility manager and the internal mobility manager or the manager senior internal mobility and in particular
- Mobility monitoring (assignment, change of position, country, extensions, etc.)
- Follow-up of the end of missions
- Evaluation tracking
- Response to reference requests for former Acted staff
- Regular monitoring of Acted employees at headquarters and in the field (debrief once or twice per contract by staff)
- Monitoring HQ interns, the person in charge of internal mobility ensures in particular the receipt of mid-internship evaluations as well as Debriefs
- Administrative follow-up for Acted employees (requests for amendments, contract extensions, early termination, etc.)
- Ad hoc calls with staff followed up if needed/requested
- Support for HR management and missions in the event of organization of REACT missions for field employees
2. Maintaining tools and processes
Under the supervision of HR & the senior mobility manager or head of internal mobility, the internal mobility manager will be responsible for updating existing internal monitoring tools & processes and especially :
- Daily update of staff information collected relating to the 43 countries (extensions, end of missions, evaluations and mobility wishes etc.)
- Collection and consolidation of monthly returns from countries
- Preparation of monthly sending to 43 countries, and intermediate emails
- Preparation of monthly meetings with functional departments
- Maintaining the trainee tracking file and updating it daily
- Regular updating of the roster file of potential national staff
- Organization of mobility interviews and, where applicable, preparation of offers and administrative integrations
- Collection and consolidation of staff feedback based on their responses to surveys sent
- Storage of personnel files according to various mobility/end of mission
- Regular updating of the global monitoring file of international and national REACTs
3. Communication interne & externe
The internal mobility manager will participate in the fluidity and transmission of information:
- Between the department’s divisions (personnel administration, recruitment & Hub)
- In support of the HR department for the feedback of urgent and priority information from countries (particularly with regard to possible potential psychosocial risks)
- Daily communication with the recruitment team and functional departments to ensure consistency between recruitment and mobility plans
- Resumption of contact with former Acted employees open to mobility depending on current job openings
- Regular communication with Acted’s sister organization, IMPACT Initiatives in case of need to take references, offers etc.
4. Transverse support
Depending on the needs identified by the human resources department, the person in charge of internal mobility or responsible for internal mobility may be required to:
- Provide operational support and support on specific files
- Support the HR Director in daily activities and/or on cross-functional development projects (development of the HR wiki, improvement of monitoring tools, performance evaluation form and criteria, development of tools for automating certain tasks)
- Help identify potential national staff and develop a roster
- Be an HR referent for head office interns
- Ad hoc field support missions depending on needs
- Provide occasional support to the recruitment manager in the event of leave for the internal mobility manager or senior internal mobility manager for the overall position monitoring document on the 43 missions and its weekly/daily update
- Support the HR Director on ad hoc tasks in the absence of the internal mobility manager or senior internal mobility manager
- Provide monthly support to the Personnel Administration team for the administrative monitoring of contracts, extensions, cancellations, new entrants and exits

- Knowledge of the humanitarian sector / NGO operations
- Field experience is a plus
