COOPI is looking for an Audit and Archiving Manager for projects in Niger
COOPI has been present in Niger since 2012 with a coordination office in Niamey, and field bases in Diffa, Agadez, Tahoua, Maradi and Tillabéry . Currently, COOPI works in the Diffa region in the sectors of protection, mental health, and education in emergency situations, in Niamey and Agadez in mixed migration with the management of transit huts and psychosocial support refugees and migrants, in the regions of Tillabéry and Tahoua with interventions in the field of nutrition/health and emergency education, in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), USAID/BHA, SRF and United Nations agencies (UNHCR, UNICEF, IOM).
Job objective
The resource will be responsible for managing audits and archiving project documents. She will be based at the coordination in Niamey in Niger with travel to the bases in the regions.
Responsibilities
Specific responsibilities:
- Receives from project administrators, every three months, the archives of the project’s accounting documentation ;
- Verifies the regularity of the accounting documentation based on the financial reports transmitted to donors;
- Verifies that costs and procedures comply with the internal procedures of COOPI and donors;
- Verifies that documentation relating to inventories and the destination of goods is available and complies with contractual conditions;
- Integrates project accounting documentation received from field bases with accounting documentation from country coordination and Milan headquarters and creates a physical archive dedicated to each project where documents are classified by budget lines;
- Maintains an electronic archive for each project that includes all documents from the physical archives;
- Organizes the preparation of documentation during project audits and country coordination;
- Is responsible for monitoring auditors during the execution of audits by providing the required documentation and explanations;
- Sends the necessary documents to the Milan headquarters in the event of audits in Italy;
- In agreement with the country administrator, implements the auditors’ recommendations;
- Ensures continuing training for all key players (project managers, project administrators, national staff);
- Verifies that at the end of an administrator’s contract, all administrative documents are in order and transferred to coordination.
Candidate profile
ESSENTIAL
- University degree in economics in auditing, accounting, management control or equivalent ;
- At least 3 years of experience in auditing, accounting, management control or economic and financial management of projects;
- Experience in auditing projects funded by donors;
- Experience in financial information for donors;
- Excellent writing and use of Office software;
- Ability to use accounting software
- Leadership and managerial capacity;
- Spirit of adaptation in complex living conditions, resistance to stress;
- Excellent work organization and team building skills;
- Flexibility, sense of initiative and autonomy;
- Ability to work in a team and by objectives;
- Experience in staff training;
- Ability to operate in unstable and complex political and security contexts and in a multicultural environment;
- Excellent negotiation and communication skills;
- Knowledge of written and spoken French and English ;
- Interest and motivation to work in an NGO, while respecting its values and principles.
DESIRABLE
- Work experiences in French-speaking African countries;
- Professional experience in Africa and/or conflict/post-conflict contexts is a plus;
- Previous experience with COOPI and knowledge of its procedures.
