Position Status: Full-Time

Vacancies: 1 – Hiring for this position is contingent on funding.

Location: This position will be based in Phnom Penh, Cambodia and will require frequent travel throughout the region.

Salary: Commensurate with experience. PartnersGlobal offers a competitive salary and benefits package.

This position is not covered under a Collective Bargaining Agreement between PartnersGlobal and the Office and Professional Employees International Union, Local 2, AFL-CIO.

PartnersGlobal (previously Partners for Democratic Change), established in 1989, is an international, non-governmental organization committed to building sustainable capacity to advance democratic institutions, civil society, and a culture of peaceful change and conflict management worldwide. PartnersGlobal specializes in organizational development and social entrepreneurship, having provided the seed capital and technical assistance to establish 21 independent, local Centers around the world.

POSITION OVERVIEW

PartnersGlobal seeks a Chief of Party (COP) to provide strategic guidance and leadership for an anticipated USAID-funded Civil Society Resilience (CSR) Activity. The goal of the activity is to improve the ability of civil society to respond to shrinking civic space and to advance the enabling environment for civil society so that it may continue to foster informed citizen participation in democratic processes. The activity will support civil society and grassroots organizers, across all sectors, engaged in advancing reform and inclusive development, by strengthening their capacity to

apply locally led, adaptive approaches to bridge the gap between civil society and citizens.

The COP will ensure proper oversight of Partners’ personnel, financial management and administrative policies; liaise closely with relevant government officials and civil society leaders to ensure buy-in for the Project; and coordinate closely with USG and other donor programs on civil society to seek synergies and complementarities to maximize results. The COP will also be responsible for establishing strong partnership and serve as Partners principal liaison to USAID Mission staff.

DUTIES AND RESPONSIBILITIES

  • Strategic Leadership: Provide visionary leadership and strategic direction for CSR activity, aligning project goals with organizational priorities and donor objectives.
  • Project Management: Oversee all aspects of project planning, implementation, monitoring, and evaluation, ensuring compliance with donor requirements and achieving measurable impact.
  • Foster Inclusive Partnerships: Cultivate and nurture inclusive partnerships with government agencies, civil society organizations, international donors, and other stakeholders to foster collaboration and maximize project outcomes.
  • Technical Expertise: Provide technical guidance and support to project staff and partners, ensuring the integration of human rights principles and best practices into project activities.
  • Monitoring and Adaptation: Monitor project progress and performance, identify emerging challenges and opportunities, and adapt project strategies and approaches as needed to maximize effectiveness.
  • Compliance and Accountability: Ensure project compliance with donor regulations, organizational policies, and local laws, promoting transparency, accountability, and uphold the highest ethical standards in project implementation, ensuring that all activities are conducted with integrity, respect for human dignity, and PartnersGlobal’s commitment to do no harm.
  • Representation and Advocacy: Represent PartnersGlobal and the project at national and international forums, advocating for human rights, social justice, and democratic governance.
  • Capacity Building: Foster a culture of learning and innovation within the project team, providing mentorship and professional development opportunities to staff and partners. In addition, ensure the integration of PartnersGlobal’s capacity development with other technical support the project will provide to stakeholders.

QUALIFICATIONS

Required:

  • An advanced degree (MA, JD, PHD, ) in International Development, Social Sciences, Political Science, Governance and Civil Society, or related fields is preferred. However, candidates with equivalent practical experience and a strong understanding of relevant issues will also be considered.
  • Minimum of 10 years of progressively responsible experience in international development in civil society capacity building and government transparency and accountability, including experience managing programs; Previous experience managing USAID-funded programs as Chief of Party and/or Deputy Chief of Party required.
  • Demonstrated experience in working effectively with local and national civil society actors, international donors, USAID representatives, other implementing agencies, and other stakeholders.
  • Proven track record in effectively managing and monitoring grants allocated to local civil society organizations.
  • Expertise in cultivating partnerships and fostering collaboration among civil society organizations and diverse stakeholders within the community, in line with PartnersGlobal’s mission of promoting authentic partnership and accompaniment in building resilient civic spaces.
  • Demonstrated ability to meet deadlines and deliver quality outputs under pressure.
  • Ability to lead and manage project team and operations remotely and ability to adapt management approaches.
  • Professional Fluency in Khmer and English required.

Preferred Qualifications:

  • Candidates with prior regional experience, particularly those with a comprehensive understanding of Democracy, Human Rights and Governance issues in Cambodia will be given preference.
