PROJECT DESCRIPTION:

VENGOAL is seeking applications for the position of Finance Manager for a project focused on providing technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant HIV prevention, care, and treatment services to key and vulnerable populations in selected geographic areas.

JOB DESCRIPTION:

The Finance Manager will oversee budget planning and financial management and will be responsible for in-country financial monitoring and oversight for the project, including grants and compliance, and donor reporting.

The Finance Director is responsible for all aspects of financial management, including implementation of financial systems, budgeting, expenditure tracking, financial reporting and accounting for the project, ensuring compliance with established policies and procedures, as well as Venezuelan government and regulations.

PRIMARY RESPONSIBILITIES/FUNCTIONS

  • Oversee financial management, including of sub-awards and subcontracts
  • Lead the preparation of monthly management accounts for the project
  • Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with established rules and regulations
  • Collaborate with the Project Director in budget planning and financial management
  • Ensure transparency, accountability and effective use of project resources and assets
  • Ensure systems are streamlined between administration, HR, finance, procurement, and programs
  • Lead the annual workplan budgeting exercises to ensure the activities are captured in the program budget and work plan
  • Lead the completion and submission of the monthly field accounts reporting, including all the supporting documentation.
  • Prepare and submit timely requests for funds to ensure the uninterrupted flow of funds to implement program activities
  • Work with the NGO partner finance teams to ensure the timely review and submission of all financial and operational reports.
  • Support the Partnership Lead to monitor and ensure compliance of sub-awardees with program financial and contractual rules and regulations
  • Review procurements to ensure compliance with accounting guidelines and procedures, and appropriate documentation
  • Prepare regular and ad hoc reports as required
  • Ensure compliance with standard accounting practices in Venezuela
  • Oversee compliance with all related tax requirements in Venezuela

MINIMUM REQUIREMENTS:

Professional Studies /Education:

  • Certified public accountant or post-graduate degree in business, accounting, or finance or Bachelor’s degree in same areas and at least 5 years of relevant experience to the position requirements

Professional experience:

  • 3-5 years + experience in financial and operations management of large complex projects
  • Experience managing finance and operations on similar programs.

Preferred:

  • Experience with SAGE Accounting Systems , Microsoft Dynamic or similar
  • Experience working in an NGO setting
  • Experience in financial management of public health programs, and demonstrated in-depth knowledge of international donor rules and regulations
  • Skilled in Power BI reports

Knowledge/skills:

  • Skilled in development and managing complex budgets,
  • Strong knowledge of financial accounting software, Supervisory experience especially with working with staff in multiple office locations
  • Possess excellent organizational, analytic, oral, and written communications skills as well as demonstrated supervisory experience
  • Ability to work well in a team
  • Ability to work under pressure
  • Professional level of oral and written fluency in Spanish required, preference for candidates with English proficiency

This is a national position. This position is open to Venezuelan residents/citizens only and will be based in Caracas, Venezuela.
