Context:

The purpose of the consultancy is to provide technical assistance to the project “MAINSTREAM: Fair and Ethical Recruitment into the Philippines’ Migration Governance” through developing and conducting targeted capacity-building to enhance the training facilitation skills of trainers/resource persons from the Department of Migrant Workers (DMW) who will deliver modules in the Continuing Agency Education Program (CAEP).

Nature of Consultancy: Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners to promote humane and orderly migration for the benefit of all.

The Philippines is a leading provider of international migrant labour globally. In December 2021, Republic Act 11641 established the Department of Migrant Workers (DMW) with the mandate to “protect the rights and promote the welfare of OFWs, regardless of their status and the means of entry into the country of destination” (Sec. 5, RA 11641). One of the DMW’s functions is to “foster the professionalization, promote ethical recruitment practices, and ensure compliance with legal and ethical standards, training, and capacity-building of private recruitment and manning agencies” [Sec. 6 (k), RA 11641].

In 2023, IOM Philippines launched the “Mainstream: Fair and Ethical Recruitment into the Philippines’ Migration Governance (MAINSTREAM)” project, funded by the Government of Canada. Through this project, IOM aims to support the Government of the Philippines in wider adoption of globally recognized standards and best practices on fair and ethical recruitment in its migration governance. In line with the National Action Plan on Fair and Ethical Recruitment (NAP-FER), one of the project’s objectives is to provide technical assistance for the updating of DMW’s existing capacity-building programmes for the private recruitment sector. The Continuing Agency Education Program (CAEP) is one of the cornerstones in the DMW’s efforts to bring the Philippine recruitment industry into closer alignment with global best practices and to ensure that private recruitment agencies (PRAs) and licensed manning agencies (LMAs) are fully equipped to protect OFWs’ rights and welfare.

As the newest national-level Department in the Philippine Government, DMW is in the process of strengthening the capacities of its officers and staff. Among the needs identified is the further training of facilitators and resource persons who deliver the CAEP sessions. Based on feedback from attendees, the ongoing revision of the CAEP modules needs to be complemented by additional capacity-building to enhance the “soft skills” of the training facilitators and resource persons, enabling them to conduct the sessions in an engaging, innovative, organized, effective, and efficient manner that encourages adult learning and mutual knowledge exchange.

IOM Project to which the Consultancy is contributing: The consultancy will be managed by the Migration Management Unit (MMU) in the Manila Office under the MAINSTREAM project (LM.0508).

Category B Consultants: Tangible and measurable outputs of the work assignment.

The overall objective of the consultancy is to enhance the overall capacity of relevant DMW staff to organize, facilitate, and conduct the CAEP training programme for PRAs and LMAs in a way that is more supportive of learning and responsive to the trainees’ needs. The consultant shall assess the current capacities of the CAEP facilitators and resource persons, identify specific learning needs, and design a Training of Trainers (ToT) workshop to enhance the practical skills of DMW’s pool of CAEP trainers. The final output should also include a set of recommendations for further capacity development to enable DMW to sustain improvement of the program beyond the project duration.

Specifically, the Training Consultant will:

  • Review the documentation from previous consultation activities and carry out consultation meetings with DMW staff (and other stakeholders as may be relevant) to assess trainers’/facilitators’/resource persons’ skills development needs related to the effective delivery of the CAEP programme;
  • Prepare and submit an inception report summarizing the identified needs and the proposed outline for a ToT workshop to enhance the capacities of DMW trainers to effectively conduct CAEP sessions;
  • Conceptualize the training design for the ToT workshop and any learning materials to be used for the activity, and coordinate with the project team and the relevant DMW offices to finalize the workshop design, schedule, and modalities;
  • Lead the organization and conduct of the workshop activities, with support from the IOM project team;
  • Develop a simple tool/questionnaire to measure the learning of and solicit feedback from the target participants (PRAs and LMAs), intended to measure the effectiveness of the CAEP trainers’ delivery of the sessions and responsiveness to the learners’ needs; and
  • Prepare and submit a final report presenting the progress achieved through the ToT in improving the DMW trainers’ skills, and summarizing recommendations for further skills development that can be implemented by DMW for the sustained enhancement of the CAEP programme after the project period.

First Deliverable: Submission of Inception Report and ToT workshop outline (First instalment of payment: 40%)

  • Submit inception report, including a detailed work plan for all activities under this consultancy and a summary of the identified skills development needs, as assessed based on desk review and initial consultation meetings.
  • Prepare and present a draft outline of the training design based on the assessed needs, for review by the DMW and the project team.

Final Deliverable: Conduct of ToT Workshop and Submission of Final Report (Final instalment of payment: 60%)

  • Finalize the design of the ToT workshop based on feedback from the relevant DMW stakeholders and the project team; conceptualize and prepare the learning aids, activity materials, handouts, or supplementary references to be used for the workshop;
  • Facilitate the ToT workshop in accordance with the schedule, modalities, etc. coordinated and agreed upon with the relevant DMW offices and the project team;
  • Submit a final report which should include:

o Activity report summarizing the conduct of the ToT workshop and presenting the measurable progress achieved in the improvement of the participants’ skills

o Detailed recommendations for further capacity-building of CAEP trainers, to support continuous skills development and overall enhancement of the programme by DMW

o Simple feedback and evaluation tool(s)/questionnaire to be used by the DMW trainers to measure the effectiveness of their training facilitation and the trainees’ perception of the responsiveness of the training approach to their learning needs

Performance indicators for evaluation results

  • Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation
  • Planning, organization, and timeliness for managing and delivering outputs
  • Quality of reports and tools developed
  • Satisfactory organization and conduct of workshop(s)
  • Detailed documentation of the workshop, including photos and attendance

Required Qualifications and Experience

  • Demonstrated expertise and relevant experience (at least 3 years) in the development, enhancement, and/or conduct of adult learning activities aimed at improving the ability of trainers to facilitate and deliver capacity-building workshops for professionals;
  • Bachelor’s degree in Education, Social Sciences, Business Management, or other relevant fields;
  • Knowledge and experience in the field of Philippine labour migration or migration and development, and/or prior experience in providing professional skills training to government personnel, is an advantage;
  • Working knowledge and familiarity with training seminars for the private recruitment industry (e.g. PLOS, CAEP) or with similar capacity-building programmes for the private sector is desirable;
  • Proven ability to produce high-quality work while meeting tight deadlines;
  • Very good technical writing, content development, and verbal communication skills;
  • Excellent command of English and Filipino is required.

For this position, fluency in English and Filipino is required.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.

IOM is an intergovernmental organization, and as such is exempted from all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production.
