Job summary:

You ensure at a high level the virtuous management of resources, strict financial accounting and risk management while ensuring the efficiency and robustness of the financial management systems, processes and practices of the country program (CP) and the partners concerned. to support quality programs that serve poor and vulnerable people. You anticipate and manage financial management service needs and delivery challenges and identify and implement improved solutions, as needed, to minimize CP and partner exposure to financial risks.

Job Responsibilities:

  • Develop and manage financial processes in accordance with policies and offer managers, employees and sub-recipients proactive services, advice and support related to the management of the entire project cycle (design, start-up, implementation, closure ), to ensure effectiveness and compliance with CRS policies and procedures, generally accepted accounting principles (GAAP), funder rules and regulations, and legal requirements.
  • Lead and coordinate the effective development and management of the budget (annual program plans and project budgets), to ensure accuracy and consistency of financial data and protection of resources.
  • Ensure the integrity of accounting information by reviewing account-related matters for compliance and establishing quality control over accounting transactions and financial reports. Supervise the maintenance of supporting documents for a reliable and easy to follow audit scale.
  • Lead the preparation of accurate financial data, analysis and projections and support the leadership team and program/project managers in interpreting data to make decisions and effectively manage financial risks.
  • Effectively manage skills and supervise. Manage team dynamics and employee well-being. Provide coaching, strategically adapt individual development plans and manage the performance of directly supervised employees.
  • Monitor the completion of accurate reporting procedures and timely submission of reports to relevant stakeholders (CP Managers, Regional Office, Finance at HQ, local government entities).
  • Lead the assessment of financial management capacities of staff and sub-recipients, handle capacity building on financial policies and regulations, as needed, and monitor and measure impact.
  • Lead work to close financial audit findings in a timely and sustainable manner.

Basic Qualifications:

  • Bachelor’s degree in accounting, finance, economics, business administration, with accounting courses or an accounting qualification (CPA/ACCA or equivalent). MBA or Master’s degree in a related field with a specialization in accounting desired. Professional certification in accounting or a related field strongly desired.
  • Minimum of five (5) years of experience in a similar position, preferably in an international NGO.
  • Additional degrees may replace some experience.
  • Good command of MS Office (Excel, Word, PowerPoint, Visio), online conferencing applications. Knowledge of Oracle financial accounting system or similar financial reporting software strongly desired.

Knowledge of languages: French and English required and Arabic desired

Travel time required: 10-20% time

Knowledge, experience and abilities required:

  • Excellent analytical skills with the ability to make sound judgments and decisions.
  • Very good planning, monitoring and organization skills.

Preferred Qualifications:

  • Extensive experience in budget preparation, budget/expense analysis and accounting
  • Understanding of financial systems, including budgeting and budget/expense analysis experience preferred. Knowledge of accounting software made by Oracle or similar financial reporting software is an asset.
  • Knowledge of regulations of several relevant public funders strongly desired, including USAID, KFW, EU, etc….
  • Experience and knowledge of local Chadian law in the area of ​​taxes and regulatory reporting procedures.
  • Experience in personnel management.
  • Extensive experience in presentation and animation on financial management topics.
  • Accuracy and attention to completeness with an eye for detail
