MdM strategy in Palestine is based on 2 of MdM France’s thematic pillars worldwide: Conflict and Emergencies and Sexual & Reproductive Health (SRH) with MHPSS as a crosscutting theme to all activities and with a transversal advocacy component. MdM Palestine has one office in Gaza, a base in the West Bank (Nablus), an office in Jerusalem, and a coordination office in Bir Zeit -Ramallah.
West Bank: Assessment on emergency preparedness and community perspectives is continuously conducted as MdM is one of the most important actors providing direct MHPSS ER, following settlers related violence and the main actor providing MHPSS ER following demolitions and ISF excessive use of force. MdM is also the only actor reporting directly to the OCHA settlers’ violence dashboard. All projects also have a strong GBV and inclusivity component.
The MdM international network has 16 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement MHPSS projects in the WB and Gaza, coordination remains high with all chapters including consortium projects such as a BMZ-funded project, which is currently co-implemented with MdM Chapters, Spain and Switzerland, on mental health integration with emergency preparedness component.
Job description
In close coordination with deputy general coordinator and reporting to the general coordinator, the WB field coordinator will be specifically in charge of the following :
Program Coordination
- Lead/coordinate the programmatic assessments and the analysis of the general context, identifying gaps and needs in the WB
- Plan and design MdM projects according to the assessments results, MdM priorities and strategy
- Participate in the definition and development of implementation and operational plans for the project
- Ensure the implementation of the project activities, ensuring the quality, and respecting MdM principles and ethics
- Monitor and evaluate the implementation of the projects, determine flexible approaches in line with contextual developments to modify and adapt the activities when needed
- Act as a focal point for WB communication and advocacy activities
- Lead in project kick offs, reviews, closeouts, burn rates (BVA), indicator monitoring
Team management
- Coach, support, and lead the WB team and manage the WB team under direct hierarchical links
- Plan, implement and monitor activities ensuring reporting on corrective actions where necessary
- Advise on, arbitration, contingency and supporting measures to be taken in the event of roadblocks and bottlenecks and/or incidents
- Ensure that the base organigram and allocation of human resources is matching with the base needs in terms of operational capacity
- Ensure, through the support provided by HR manager and the general coordinator, adherence with Palestinian labour laws in all HR issues
- Determine and define the general organisation of the WB Base organisational chart in terms of HR operational and programmatic requirements
- Validate the job descriptions of the different positions in WB Base
- Lead in the recruitment of new staff members in WB
- Identify training needs and participate in the development of the yearly training plan
- Ensure comprehensive staff orientation briefings and continuous follow up of teams in WB
Base Management
- Ensure compliance of MdM internal regulations, HR polices and of MdM obligations by all the team members
- Contribute to the yearly budget development (current/forecast) and its revision, justify the budget consumption per line (BVA) and anticipate any needs for budget amendments.
- Collaborate closely with finance coordinator building budgets, supervise expenditure and monitor burn rates through management of the base admin
- Lead, coordinate and support donor proposal and report writing for WB Base
- Ensure adherence to the Palestinian Legal Environment
Representation
- Ensure continued collaboration and interaction with all relevant stakeholders (Ministries, UN, INGOs and NGOs)
- Support in ensuring the regular participation of a representative of MdM in the WB clusters coordination meetings in the area of intervention and Ramallah (Protection Cluster, Health Cluster, Thematic groups meetings)
- Represent MdM with district / governorate authorities ensuring visibility and compliance under the agreed MoU’s
- Work closely with advocacy coordinator and general coordinator to promote contacts with the media and give the association’s official positioning to his team and to the media
- Remain informed and updated on other actors’ interventions, seek cooperation and complimentary opportunities for partnership development
- Guarantee the program’s visibility and the coherence of public speaking with the association’s positioning.
Security
- Monitor the evolving and fluid security situation in WB working closely with HARO
- Analyse and anticipate security evolution, proposing solutions and contingency measures
- Remain engaged with WB stakeholders regarding security concerns and postures (Local Authorities, PDCO, IDCL, INGO, OCHA, ACU, ICRC…).
- Regularly view and update the WB safety and security management plan and lead its dissemination among relevant coordination and base team members ensuring all the team members know and respect the security rules
- Ensure adherence of the WB team to the MdM security procedures and rules
- Manage and report safety and security incidents, identifying hot spots and key trends.
Reporting
- Provide visibility to teams on internal/external reporting timelines on a monthly basis, adjusting work plans and field trips to ensure timely quality submissions
- Key focal point responsible for donor reports based on the deadlines clarified in the donor’s contact and internal grants tracker
- Contribute to WB donor financial reporting
- Regularly report to the general coordinator progress in the implementation of activities and its related progress and challenges
- Contribute to the WB logistics plan ensuring logistical workplans are determined and reporting on progress
- Lead in the submission of SITREPs (technical/programs) reporting on WB Base (context, programs, admin, HR, etc)
- Organise timely reporting on safety and security incidents and its impact on implementation of activities to be reflected in reporting
- Record, report and manage HR misconducts and complaints in coordination with HR manager.
Considering the context, commitment, and values of MdM organization, MdM requests the WB Field Coordinator demonstrate flexibility in term of duties and commitment, as their job description can be adjusted throughout the year according to needs and priorities.
Profile
- Bachelor’s in international relations, or related field, degrees in public health or mental health is an asset
- Team, base and Project Management experience or qualifications
- Experience with an international NGO working in emergency contexts, managing projects, preferably within the health sector
- Experience in humanitarian and developmental project management (Health and Protection)
- Knowledge and skills in emergency unit, SRHR, GBV, mental health and psychosocial support
- Solid experience in project planning, team management, budget holding; proposal and report writing
- Knowledge and experience in leading Health / MH assessments
- Experience in working with local authorities, partners
- Previous professional experience in Middle East is an asset.
- Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives, and indicators etc.)
- Team building, knowledge exchange and capacity building skills
- Supportive management style (experience managing and supervising staff)
- Experience in coaching, supervising teams, human resources, and security management
- Knowledge or experience with Medecins du Monde is an asset
- Knowledge on advocacy and communication issues is an asset
- Languages : English is mandatory (oral and written), knowledge of Arabic and/or French is an asset

- Gross monthly salary: 3,570 euros
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
