National Consultant – Development Of Health Sector Proposals, Health Emergencies, Climate Change At World Health Organization

1. CONTEXT
The World Health Organization (WHO) is the specialized agency of the United Nations (UN) for public health created in 1948.
Since the very beginning of its existence, the WHO has brought together leading health experts in the world to formulate recommendations that serve as international benchmarks to improve the health of populations around the world.
The WHO country office in Madagascar seeks to strengthen its capacity to develop innovative proposals and projects in the health sector. To this end, the WHO office in Madagascar will create a list of consultants. This list of experts can be used for the development of project proposals or related aspects.
The Grants Manager will be responsible for coordinating proposal development and grant writing with support from technical teams

2. RESPONSIBILITIES AND TASKS
The work of the consultant may include the following tasks:
• Development of terms of reference and a working methodology to support the development and writing of grants;
• Discussions with partners and the organization of physical or telematic meetings in order to collect information and ensure timely contribution from the different work teams.
• Ensure the development of the budget, monitoring and evaluation method, performance indicators, with the support of the WHO team and/or other partners.
• preparation of reports to donors,
• Advise the technical team on grant requirements
• Ensure that the grant is presented within the requested deadlines
• Support in negotiations with donors and partners
• Prepare documentation for the presentation of the proposal (PPT, flyer) in a succinct manner.
• Ensure a communications plan is included in the grant

3. QUALIFICATIONS, EXPERIENCE, SKILLS

a- Educational Qualifications:
Essential: Diploma in international development, humanitarian assistance, medicine, environmental sciences, biology, veterinarian, agricultural engineer
Experiences
Minimum five years of relevant professional experience with progressive responsibilities, ideally within Government, NGO, Organization International or the United Nations System.
Proven experience developing proposals ideally with donors such as: ECHO, USAID, AFD, Korea, Japan, Canada, private sector and philanthropy

b- SKILLS:
Essential:
– Proven ability to set priorities and manage multiple tasks
– Strong budgeting and financial forecasting skills, including experience in preparing implementation plans.
– Proficiency in MS Office software packages (Excel, Word, PowerPoint), online conferencing applications, information and budget management systems, knowledge sharing networks.
– Ability to work effectively in a stressful and fast-paced environment. Must be flexible, willing to perform other duties and work irregular hours

Desirable:
Specific knowledge in at least one of the following sectors
– Knowledge of the health sector in Madagascar and health systems;
– Knowledge of responding to health emergencies
– Knowledge in the health and environment sector
– Knowledge in communicable diseases
– Knowledge in public health
– Knowledge in non-communicable diseases
– Epidemiological knowledge
– Knowledge in behavior change applied to the health sector
– Knowledge in the sector of academic investigation into health issues
– Knowledge in the management of health crises
Languages ​​and level required (Basic/Intermediate/Expert):
Essential: Expert knowledge of English and French: with excellent writing skills in English and French.

4. PLACE OF ASSIGNMENT
The position is based in Antananarivo
