Job Context
The French Red Cross (CRF) in Africa is present in 11 countries. It has a regional office in Senegal which coordinates interventions in Mauritania, Niger and Guinea Conakry.
The FIU’s strategy in West Africa and Lake Chad aims to strengthen the resilience of populations and respond to humanitarian emergencies affecting vulnerable populations alongside National Societies in countries of intervention. Development programs focus on the health sectors (management of malnutrition, primary health care, maternal and child health and strengthening of health systems, psychosocial support, protection, etc.), reduction of the risks of disasters and support for the development of National Societies. The CRF is also involved in migrant support projects, particularly in the Agadez region (Niger) but also in Mauritania in Nouadhibou and Bassikounou (Mauritania). Its annual budget in the area is around €13 million.
Since 2017, in line with its 2030 strategy which identifies the West Africa/Central Africa zone as a priority, the FIU has decided to create a regional office in Dakar to support the implementation of the FIU strategy at the regional level. For this, the office now has a management, control and technical support team.
Under the authority of the Assistant Desk/Program Manager based in Dakar, the Program Assistant (M/F) is responsible for providing support to the operational management of the CRF delegations of Niger, Mauritania and Guinea . More precisely, he/she will be in charge of the following missions:
- Support for the management of projects carried out in the delegations of Guinea, Mauritania & Niger
- Administrative and financial monitoring of the Regional Office and the delegations of Guinea, Mauritania & Niger
- Updating tracking tools and tracking document archiving
- Management of communication activities of the Regional Office
- Support for project management
- Support for the design, implementation and monitoring of projects
- Support for project proposals
- Participation in the proofreading of project proposals and intermediate and final reports
- Participation in the analysis of project management documents
- Participation in the proper functioning of the SERA quality system
- Organization and participation in follow-up meetings with delegations (weekly and thematic points)
- Participation in partner meetings, workshops and writing of reports.
- Administrative and financial monitoring of the Regional Office and delegations
- Processing monthly advance requests from delegations in conjunction with the regional financial manager based in Dakar
- Processing and management of payment requests from service providers
- Preparation and signature of the various documents (partnership agreements and/or cooperation agreements in particular, international service provision contracts), followed by the validation circuit, and sending to the field
- Participation in the departure/return of delegates on international missions and preparation of support missions for regional office teams (invitation letters, mission orders, etc.)
- Preparation of banking powers linked to treasury
- Organization of support and team meetings, writing and transmission of reports.
- Updating dashboards and archiving
- Electronic and physical archiving of documents and data from countries in the area
- Updating DOI sharing tools and dashboards
- Management of communication activities of the Regional Office
- Writing and updating project and country files for CRF delegations
- Writing and transmission of the regional newsletter with communication support from CRF delegations in West Africa.
- Guarantor of the quality of the writing and compliance with donor requirements relating to visibility
- Animation of the regional office Facebook page
- Participation in any initiative related to regional office communication

Functional links
Collaborates internally with all office employees, in particular with the GRC and health technical referents, the regional logistics coordinator, the regional DPI manager, the regional financial manager, the Admin-Fin-HR manager and the deputy geographic manager .
Collaborates externally with: the delegation’s environment (Red Cross Movement, local administrative authorities, donors of current projects, etc.)
Very good level of French
English for purposes of landlord reports and correspondence mainly
- Higher education in project management, political science, international relations or equivalent
- Experience in administrative, financial, human resources and logistical management of an international mission and international projects,
- Knowledge and practice of the project management cycle,
- Knowledge of Monitoring, Evaluation, Accountability and Learning (SERA) methods,
- Knowledge of the geopolitical, socio-economic context and humanitarian issues in the area,
- Knowledge of the International Red Cross and Red Crescent Movement, humanitarian actors, international cooperation and in particular donors: European Commission (DG ECHO, DG-INTPA), French Development Agency, United Nations agencies , business foundations and private donors, etc.
Required profile :
Very good interpersonal skills, knowing how to work in a team in a multicultural context and with multiple contacts;
Very good writing skills, spirit of initiative and synthesis, rigor and autonomy;
Dynamism, resistance to stress, ability to work urgently, remotely and on multiple files simultaneously;
Mastery of computer tools (Excel, Word, Power Point, Outlook, Internet Explorer)
Fixed-term contract for a period of one year, renewable.
Salary scale positioning: Grade B2 Level C (747,000 CFA francs of gross monthly remuneration over 13 months) [M1] [SF2]
Health coverage (90% reimbursement for the employee and their dependents)
2 days of paid vacation per month
The position is based in the offices of the French Red Cross in Dakar (Ngor Almadies) with the possibility of partial teleworking
