Overview of Position
- Through the past few years & as a result of the conflict, our clients program in Yemen was mainly focused on peace operations support. As peace gradually prevails, our client is now transitioning from humanitarian & peace operation related activities to peace building & development. In this new context, our clients Yemen country office has created a new pillar on Climate Change, Water, Energy & Environment (CCWEE). This is indeed timely, given the environmental challenges the country is facing. The pillar / unit aims to build a robust portfolio of programs & projects, that will address, in a coordinated manner, the various climate & environment challenges & promote initiatives that will foster sustainable development & long term resilience in Yemen.
- In support of this new path, our client is seeking the services of a National Expert on Climate Change & Environment to support the development of the new portfolio, including support to resource mobilization. The National Consultant will work closely with the climate change, energy & environment group of our client in Yemen, EPA, the relevant authorities in government ministries & institutions & other deemed relevant stakeholders.
Role Objectives
The National Consultant, with guidance from the Team Leader of the portfolio, will undertake the following responsibilities:
- Facilitate & enrich relations of our client with relevant government institutions, including access to related ministries & entities working in the fields of climate change, energy & environment.
- Suggest new areas of engagement for our client, including access to vertical funds.
- Ensure synergies & links between our client programs / projects in the fields of climate change / energy & environment & other related entities & UN agencies, specifically the readiness program with UNHABITAT.
- Support identification & linkages with related private sector, NGOs, academia & non governmental climate change actors with our client.
- Support & facilitate access of our client to different donors, with specific focus on vertical funds.
- Prepare 2 to 3 new projects idea of one or two pager each, on climate change, energy for potential from vertical & bilateral financing for further elaboration & development by our client.
- Share with our client relevant & useful information, report, studies, assessments & publications that supports the development of the portfolio.
Expected Output
- Facilitate & enrich relations bet government & CCEE team, linkages with private sector, NGOs, academia & non governmental climate change actors with our client.
- Ensure synergies & links between our clients readiness & NDC UNHABITAT projects.
- Support & facilitate access of our client to donors & vertical funds. In addition, submit 2 to 3 new project ideas.
Project Reporting
The National Consultant will work closely with the climate change, water & environment team, under the direct supervision of the Team Leader of the CCEE portfolio. The National Consultant will report to Team Leader with copy to the Deputy Team Leader & the CC team in Aden.
Key Competencies
- Master’s degree or equivalent in environment & natural resources management, social or political sciences or any relevant discipline with a minimum 5 years of demonstrable experience in working in the field of environmental & climate change issues (adaptation & mitigation), natural resources conservation & management & community resilience.
- Demonstrable experience in research, project planning / design.
- Prior experience of the vertical funds is preferred.
- Demonstrated experience in technical issues related to adaptation to climate change.
- Strong interpersonal skills & the ability to initiate discussions about climate change adaptation & reliance issues specifically in the water, energy & agricultural sectors.
- Prior experience & demonstrable knowledge of the social & environmental context in Yemen & specifically in Delta Abyan is important.
- Fluency in written & spoken English & excellent communication skills.
Team Management
- The National Consultant will work closely with the climate change, energy & environment team.
