Assignment :

Under the responsibility of the Regional Finance Manager of the Central Africa Pool, your missions will be as follows:
Ensure the quality of countries’ budgetary management Control and analyze intervention proposal budgets according to the delegation plan.
Control and analyze the financial strategy of the mission, its annual budget and its revision: the financial volume, the financing plans, the structural budget, the KPIs…
Ensure monitoring of financial risks (Z2, co-financing, ineligibility, donor receivables , provisions for risks and charges, etc.) of the countries and alert the Regional Finance Manager.
Provide technical and strategic support in financial management to countries Provide decision support, advice and solution proposals to Finance Department Managers.
Guarantee compliance with the financial management framework by the missions.
Participate in the development and delivery of training sessions.
Guarantee the accounting compliance of missions Supervise the implementation of ACF procedures and make, where appropriate, recommendations on corrective measures, and participate in their dissemination.
Monitor compliance indicators and alert in the event of a failure.
Guarantee the feedback of information as part of the review of accounts.
Report alerts to the accounting framework.
Validate the missions’ Cash Management Policy.
Validate cash flow and fund transfer requests to Missions.
Contribute to the successful completion of audits in conjunction with other stakeholders in the audit process in financial areas.
Contribute to the action plans of your Region, Operations and the development of financial management frameworks and policies. Actively participate in reflections and work on the definitions and/or revisions of ACF frameworks.
Alert and advise the Finance Department on any subject relating to management rules and frameworks via the RFR or by delegation.
Contribute to the recruitment of financial managers for missions and ensure the functional management of Finance Department Managers in the field. Conduct interviews and formalize grids, correct tests.

Profile:

You have Master 2 training from a business school and/or university in finance and management.
You have at least 3 years of professional experience in a similar position including at least one year in the field as an administrator with an NGO. Experience in international solidarity contexts is also desirable.
Organized, you know how to manage your priorities, meet deadlines, and you have great adaptability. You have a sense of confidentiality.
You master the principles and rules of budget management and you also master the rules and principles of cash management.
Mastery of the Excel tool as well as experience in international team management are essential.
Fluent English, both written and spoken, is a plus.

Terms of employment

12 months of fixed-term contract under French law
Salary: Gross monthly entry salary from 2597 to 2968 euros depending on experience
16% of the gross monthly salary of retirement insurance reimbursement for non-French citizens.
15% of gross salary for specific flying allowance
Benefits Transport and accommodation: Coverage for travel and collective accommodation
Medical Coverage: 100% coverage of health contributions (CFE + supplementary health) and repatriation insurance
Leave and RnR: 25 days per year, 20 RTT per year and 215 euros paid during the recovery period.
A lot of travel in the sub-region in Central Africa is to be expected for missions ranging from 2 weeks to 2 months.
