CBM has received an invitation to submit a full proposal submitted to the German Ministry for Economic Cooperation and Development (BMZ )and its donor title Transitional Development Assistance (TDA). For the project planning and preparation of the full proposal document, CBM needs a Project-Designing Resilience Analysis in the Gaza Strip, the West Bank (area C) and East Jerusalem.
For this, we are looking for individual consultants on each site or a consultancy team to collect qualitative and quantitative data remotely and on-site (where possible).
Country/Region: Gaza Strip, the West Bank (area C) and East Jerusalem.
Project Target Group: The project targets at least 10,000 direct beneficiaries (including at least 60% women, 60% people with disabilities, approx. 15% children and young people, 10% older people),
Project Objective: The resilience of people with and without disabilities, particularly women, in targeted communities in the Gaza Strip, Areas C of the West Bank and East Jerusalem will be strengthened through improved access to inclusive MHPSS, protection and rehabilitation services, as well as improved income opportunities.
Partner Organisation: Stars of Hope Society for the Empowerment of Women with Disabilities” (SHS), Ramallah, the only representative organization of women with disabilities in the Palestinian Territories

Funding Titel: TDA provided by the BMZ creates links between short-term humanitarian assistance and long-term development cooperation and makes a contribution to peacebuilding. This close dovetailing ensures that even the very first support measures promote social recovery and peaceful coexistence in a sustainable manner and reduce poverty. It is the only way for people to be able to improve their prospects by their own efforts and not be repeatedly dependent on external help. Transitional development assistance always builds on existing structures and the knowledge of the people on the ground and is implemented in cooperation with experienced partners. That includes German non-governmental organisations, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), KfW, the United Nations Children’s Fund (UNICEF) and the World Food Programme of the United Nations (WFP).
Objective of the Study: The objective of project-designing resilience analyses is to obtain a comprehensive understanding of (i) existing risks and crises in the given context*,** (ii) the affected and responsible actors and structures as well as their strengths, potentials, and competences (resilience capacities) for coping with risks and crises, and (iii) the needs and opportunities to further strengthen these capacities for cross-sectoral crisis management. On this basis, transitional development assistance projects in fragile contexts can be designed in a risk- and crisis-informed manner so that they strengthen the resilience capacities of vulnerable people and structures. The approach to the project design resilience analysis can be adapted to the respective local context, the available resources and existing approaches for (resilience) analyses of the implementation partners or for a country.*
