WHAT DO WE DO …

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in more than 20 countries, the SI teams – 2,500 people in total, made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

THE MISSION

SOLIDARITÉS INTERNATIONAL teams in the CAR are rehabilitating water and sanitation infrastructure, while forming water management committees to guarantee their sustainability. Awareness campaigns on hygiene and the use of water points help to cope with the strong pressure exerted by the massive influx of populations. SOLIDARITÉS INTERNATIONAL supplies drinking water to families, but also to farmers, by repairing certain faulty boreholes and ensuring the transport and storage of this water to their land, helping to improve food security.

Works of community interest facilitate agricultural, pastoral and commercial activities and therefore increase the availability of food and revive the market. Our teams provide tool kits and seeds to farmers and ranchers, and provide training.

Thanks to a rapid emergency response mechanism and the constitution of an emergency stock, SOLIDARITÉS INTERNATIONAL stands ready to intervene from the first hours of a disaster of human or natural origin in order to ensure access to drinking water and a healthy environment for populations made vulnerable by a shock, a natural disaster or an epidemic.

The forecast budget for the SI RCA mission is around 8 million euros in 2024. The coordination office is located in the capital, in Bangui. There are currently around 180 staff on the mission.

Activities are spread over 3 operational bases (Kaga Bandoro, Markounda and Bouar) covering the central/northern area of ​​the country as well as part of the west on the following programs:

  • UNICEF: 1/ Rapid Response Mechanism (RRM) project (phase 13) covering the prefectures of Nana-Gribizi, Ouham (only in the sub-prefectures of Kabo, Batangafo and Markounda), Kémo and Bamingui-Bangoran providing an emergency response in WASH, AME and Shelter to people affected by a shock (displacement, return, flooding, epidemic, etc.)
    + 2/ complementary emergency response project in water, sanitation and hygiene to vulnerable populations in Markounda
  • BHA: Multi-sectoral emergency response to populations affected by armed conflicts and acute food insecurity in the prefectures of Ouham, Kémo, Nana-Gribizi, Bamingui-Bangoran, Basse-Kotto and emergency areas. Consortium project with ACF
  • ECHO: Emergency response in Food Security and Livelihoods as well as Water, Hygiene and Sanitation for vulnerable people affected by shocks in the prefectures of Ouham, Oiham-Fafa and Nana-Gribizi
  • RCA Humanitarian Fund: Integrated emergency response in water, sanitation and hygiene to vulnerable populations in the sub-prefecture of Kabo
  • AFD: Project to Improve the Resilience of Rural Drinking Water Services in Crisis Zones

  • GFFO: SAME project and protection in the sub-prefectures of Kémo and Nana-Gribizi

JOB DESCRIPTION

Main objective :

Integrated into the coordination team based in Bangui and under the hierarchical responsibility of the Country Director, the Grants Manager works closely with the program and support departments, as well as with the field teams. More specifically, he/she:

  • Contributes to the strategic development of the mission;
  • Monitors and identifies funding opportunities in accordance with the national and global IS strategy;
  • Coordinates the different departments upstream and during the drafting of project proposals, reports and requests for contract modifications to be submitted to donors or consortium partners;
  • Anticipates all programmatic and contractual deadlines;
  • Monitors compliance with donor procedures and builds team capacity with regard to accountability tools and donor procedures;
  • Ensures proactive monitoring of lessors’ contractual obligations, from contract signing to closing and archiving, and ensures that contractual obligations are known and understood by all departments;
  • Develops internal and external communication supports;
  • Identifies local partners relevant to the national IS strategy and coordinates support from support functions to national partner NGOs;
  • Supervises the compliance of the mission’s managed archives;
  • Coordinates donor audit activities in the field in close collaboration with the various departments of the mission and headquarters.

Main Challenges:

  • Ensure fundraising with the country director;
  • Boost external communication;
  • Maintain dialogue between different departments.

Priorities for the first 2/3 months:

  • Support the development and drafting of project proposals;
  • Consolidate and reread project reports;
  • Manage the smooth running of audits and spot checks.

YOUR PROFILE

Training:

Higher Diploma in Political Science, International Relations, International Development or equivalent

Experiences and technical skills:

  • A first experience in the humanitarian sector
  • A first experience in an equivalent position
  • Mastery of project cycle management
  • Experience writing project reports/proposals with various donors and/or experience in project management financed by institutional donors (field experience required)
  • Sufficient admin/financial knowledge to understand/reread financial reports/budgets
  • Good knowledge of the functioning of donor platforms, the rules and procedures of various institutional donors
  • Strong planning, anticipation, organization and coordination skills to tackle a significant daily volume of work
  • Excellent writing skills (in French and English), analysis and synthesis
  • Great sense of diplomacy and experience working in an intercultural environment. Team spirit, ability to unite and coordinate team members without being the manager/hierarchical supervisor

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2,310 gross per month (2,100 basic salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of CFA 480,000

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

LIVING CONDITIONS :

Bangui is a medium-sized city, very green, and fairly low density. The city is bordered to the south by the Oubangui river, on the banks of which there are bars, terraces and sports facilities: swimming pool, tennis and squash courts, a weight room, etc. Other sports venues (gym, stadium , swimming pool) and relaxation (restaurants, bars, nightclubs) are accessible in the city. It is possible to find many foreign products in the large supermarkets of Bangui, but at a high price. There are many restaurants (French, Lebanese, Chinese, Indian and of course African cuisine) to which you can go during the day and in the evening. Some restaurants also deliver to your home. The large number of NGOs based in Bangui facilitates social life.
Generally, it is a fairly calm city, although we must keep in mind the general fragility of the political context in Africa and the possibility of a deterioration of the security situation even in Bangui. It is not uncommon for security measures to be adapted according to the local context and control operations are frequent there by internal security forces.

SI has a guest house and an office in Bangui. Internet access is correct: the office has a Vsat and the Guest has a Vsat connection sharing. The city’s electricity is regularly cut off, but SI has generators (and back-up batteries at the guest house) which provide permanent power. Internationals have access to the medical-social center of the French embassy and other medical centers in Bangui, and relatively extensive medical tests can be carried out at the Pasteur Institute in Bangui. These two institutions are capable of effectively treating the majority of health problems. However, the Central African Republic is a country heavily affected by malaria and water-borne diseases and it is up to everyone to take the necessary precautions.
