Mission and objectives

Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation, and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach, as well as providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies and regulatory frameworks, and building capacities across key functional areas; including financial management, health information systems, procurement and supply chain management.
Context
The United Nations Development Programme (UNDP) is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP is the leading United Nations organization fighting to end the injustice of poverty, inequality, and climate change. Working with our broad network of experts and partners in 170 countries, we help nations to build integrated, lasting solutions for people and planet. The Fiji multi-country office covers ten countries including Federated States of Micronesia, Fiji, Kiribati, Republic of the Marshall Islands, Nauru, Palau, Solomon Islands, Tonga, Tuvalu, and Vanuatu at the same time that it provides support to regional initiatives. UNDP in the Pacific has developed its multi-country programme document (MCPD, 2023-2027) to guide its interventions in the next five years in full alignment and directly to contribute to the United Nations Sustainable Development Cooperation Framework (UNSDCF, 2023–27). The Office covers 10 countries in the Pacific with an extensive portfolio which has grown over time. The UNSDCF and UNDP MCPD are designed in full alignment with the 2030 agenda, Samoa Pathway, and 2050 Blue Content Strategy, which is endorsed by the Pacific Island Countries (PICs) among others. The UNDP Pacific Office next five-year plan strategic priorities are encapsulated under three outcome areas: (i) Planet, (ii) Prosperity, and (iii) Peace. Energy is one of UNDP’s six signature solutions – alongside poverty and inequality, governance, resilience, environment, and gender equality – to support countries towards three directions of change: structural transformation, leaving no one behind and resilience. As per UNDP’s new Strategic Plan 2022-2025, and the new MCPD (2023-2027), UNDP Pacific office aims to increase energy access for those furthest behind. By speeding up investment in distributed renewable energy solutions, especially for those hardest to reach and in crisis contexts, it aims to increase access to clean and affordable energy. This United Nations Volunteers (UNV) assignment is part of the ‘‘Promoting Green Transformation in the Pacific Region towards Net-zero and Climate-resilient Development’’ regional Project, managed and implemented by UNDP. The Project is funded by the generous support of the Government of Japan under the JSB. The project supports four small islands countries, namely: Vanuatu, Samoa, Timor-Leste, Papua New Guinea, and regional component. In Vanuatu, as part of the regional project, this Vanuatu Green Transformation Project (VGET) aims to achieve the following outcome ‘‘By 2024 eight additional eight additional communities’ access to green energy that contributes to achieving the National Energy Road Map (NERM) target i.e., 100% electrification with Renewable Energy by 2030’’
Task description
Within the delegated authority and under the supervision of Project Manager or his/her designated mandated representative(s), the UN Volunteer Communication and M&E Officer will:
· Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development.
· Support the implementation of monitoring and evaluation policies and strategies, including implementation of monitoring tools and standards such as environment social safeguard policy of UNDP.
· Ensure integration of gender in the project.
· Support the evaluation process.
· Facilitate the building of knowledge and the sharing of knowledge on monitoring and evaluation.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
· Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
· Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
· Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
· Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
· Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Nationality
Candidate must be a national of a country other than the country of assignment.
Required experience
3 years of experience in programme management and multilateral development stakeholders (with Bachelor’s Degree). 2 years of experience required with Master’s degree.
· Minimum experience in working with quality assurance instruments and results-based management models.
· Sound knowledge and practical experience in environment, energy, climate change, gender analysis, planning and programming.
· Proven experience with planning, design and implementation of M&E systems, M&E methods and approaches and data/information analysis is required.
· Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems. · Other desired/mandatory required technical knowledge;
· Excellent oral and written skills; excellent drafting, formulation, reporting skills;
· Accuracy and professionalism in document production and editing;
· Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
· Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
· Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment;
· Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
· Sound security awareness;
· Desirable: valid national driver’s license and proven ability to drive manual gear 4×4 over rough terrain;
