CONTEXTE :

Le programme Sahel-Atlantique (SAHA) a été créé en 2019. Il est issu de la fusion de 2 programmes. Il opérationnalise une trentaine de projets sur l’ensemble du spectre Développement – Crise Chronique – Crise Humanitaire. Les secteurs phares de la réponse HI aux besoins des personnes les plus vulnérables et des personnes handicapées sont les secteurs de l’Education Inclusive, de la Réadaptation, de l’Insertion Economique, de la Santé Mentale et Psychosociale, des Abris et Articles Ménagers Essentiels, de l’Action Humanitaire Inclusive, de l’Aide Alimentaire et de la Plateforme Logistique.

VOTRE MISSION :

Le/la Manager MEAL Régional.e est responsable des équipes MEAL et gestion de l’information (IM) du Programme SAHA (Bénin, Burkina Faso, Niger et Togo). Il/Elle est en charge de décliner les standards MEAL et IM de HI sur le Programme et de s’assurer de leur mise en œuvre. Il/Elle participe à assurer la cohérence globale des projets et le contrôle de leur qualité en lien avec le Technical Head of Programme.

Mission 1 : Management

Is the direct manager of the MEAL and IM teams in his program.

  • Understands the strategy, explains it, translates it into operational objectives for his team, leads the necessary changes;
  • Organizes the operational management of his team, structures work around identified processes, drives performance, and facilitates problem solving;
  • Contributes to the development of its employees, by creating the conditions to enable their commitment, their professionalization and their attachment to HI. Ensures compliance with the code of conduct of institutional policies, the state of mind and expected individual and collective behaviors.

Mission 2: Strategy and management

Defines the MEAL part of the Operational Strategy, manages the related action plan as well as the strategy monitoring tool.

  • Contributes to the development of the operational strategy (StratOp) in line with the HI Strategy, the StraTechs and the Development Plans (notably 3I and Emergency), including the development of the StratOp monitoring tool;
  • Leads the implementation of the MEAL Strategy of the SAHA Program;
  • Defines and drives the implementation of the program’s MEAL action plan;
  • Manages the performance of its service;
  • Leads the assessment of local partners’ MEAL/IM capacities and the resulting capacity building plans.

Mission 3: Standards and expertise

Designs the program’s MEAL and IM systems and monitors their implementation and quality.

  • Is responsible for defining monitoring systems, data collection, information management, evaluation, accountability to affected populations and knowledge management adapted to its intervention context and enabling compliance with HI standards;
  • Check that the systems implemented at the level of the different projects are consistent with each other and with the HI frameworks and standards and allow consolidation of information with a view to overall management of the program.

Mission 4: Operational implementation

  • Contributes to improving HI’s response within its geographical scope;
  • Contributes to the definition and improvement of the quality of projects in relation to HI’s global frameworks and technical standards;
  • Contributes to improving the quality of project management processes, as defined by the project quality policy;
  • Contributes to the appropriation of frameworks and learning methodologies for programs and HI overall;
  • Ensures external representation and promotion of HI’s expertise in its field.

Mission 5: Emergency preparedness and response

  • Manages emergency preparedness actions linked to the MEAL sector and, in the event of an emergency, reorganizes the priorities of his team according to the humanitarian imperative, in order to ensure a rapid and effective response from HI.

YOUR PROFILE :

  • You have a master’s degree in social sciences: Economics, Anthropology, Sociology, Political Science, Psychology, Statistics and Monitoring and Evaluation or similar;
  • You have at least 3 years of prior experience as a MEAL Country Manager;
  • You are capable of evaluating a project and continuous learning while demonstrating accountability to populations;
  • You have skills in responsible collection and management of quantitative and qualitative data, as well as statistical analysis and data visualization;
  • You are autonomous, dynamic and organized, and have a sense of anticipation and reactivity;
  • You have good ability to manage a team and delegate;
  • You have good writing and communication skills.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

In Burkina Faso, the living environment is pleasant, but there is a risk of deterioration in security conditions which still exists in Ouagadougou, which restricts the freedoms of expatriates and requires vigilance from everyone.

In view of the security context, a limitation of movements and vigilance are required. For expatriates, travel outside Ouagadougou is subject to security conditions. Expatriates have the possibility of driving and walking in the residential areas of the city. Certain restrictions on movement on foot or by bicycle apply at nightfall depending on the periods according to the instructions of the HAS department.

The position could also be based in Cotonou, Benin or Lomé, Togo.

  • International contract of 12 months starting ideally from September 1, 2024
  • The international contract provides social coverage adapted to everyone’s needs
    • Unemployment insurance collected only for EU nationals
    • Retirement insurance
    • Health coverage, repatriation, insurance covered by HI and by the employee
  • Salary  : from €2,869 gross/month depending on professional experience
  • Per diem  : €536 net/month in Ouagadougou / €586 in Cotonou / €619 in Lomé – paid in local currency on the ground
  • Hardship:  €250 net/month if in Ouagadougou
  • Paid leave  : 25 days per year;
  • R&R  : 1 day per month in Cotonou and Lomé, 5 days every 3 months in Ouagadougou
  • Then:
    • unaccompanied in Ouagadougou
      • Coverage of transport costs, visas and transport of your personal effects
    • open to couples  in Lomé and Cotonou
      • Coverage for the accompanying person of visa and travel costs, insurance if not covered
    • open to families in Lomé and Cotonou
      • A child allowance of €100 paid from 2 dependent children
      • Contribution to registration fees for school for children over 3 years old
      • Health coverage for the whole family
      • Coverage of transport costs, visas and transport of your personal effects
  • Accommodation: Individual supported by HI
