I. MSF INTERNATIONAL
Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization that provides emergency aid to populations affected by armed conflicts, epidemics, exclusion from healthcare and natural disasters. MSF provides assistance to people based on their needs, regardless of race, religion, gender or political affiliation.
MSF International is the legal entity that links the 24 sections, 26 associations and 18 antennas of MSF. Registered in Switzerland, MSF International ensures coordination, information and support for the MSF Movement, and implements international projects and initiatives upon request.

II. BACKGROUND
MSF is committed to creating a safe, respectful and dignified environment for its patients, their caregivers and the communities in which MSF works, as well as for all its volunteers and staff. To this end, all sections of MSF have adopted behavioral commitments aimed at ensuring that all staff are aware of their obligations in creating a safe working environment, free from abuse and inappropriate behavior.
MSF is committed to preventing abuse and upholding its obligation to handle all allegations of abuse in a timely and professional manner. MSF has systems in place to address and respond to abuse across its operations and offices. To further strengthen its response to abuse, MSF is seeking to create a pool of investigators to investigate allegations of abuse of people. The pool will be composed of internal (MSF employees) and external (non-MSF employees) investigators who will work with MSF behavioral and investigation managers to conduct abuse investigations. They will be assigned by the international pool manager in charge of managing the pool (roster).
MSF is therefore looking for qualified investigators to join its pool of external investigators (not part of MSF staff) for investigations into abuses committed against people.

III. PLACE IN THE ORGANIZATION
The selected people will be integrated into the international pool of MSF external investigators and will be hired by the six (06) MSF operational centers (OC) (Amsterdam – Paris – Brussels – Geneva – Barcelona – Abidjan) and other MSF entities, as needed, to conduct investigations into abuse and inappropriate behavior.

IV. OBJECTIVES OF THE POSITION
The position is intended to help MSF conduct investigations into abuses that violate its behavioral commitments and/or codes of conduct.

V. MAIN RESPONSIBILITIES

  • Work with one of the six operational centers and other MSF offices to conduct investigations (remotely or, if necessary, by traveling to the country where the situation occurred), in accordance with MSF standards for case management, according to the instructions of the international pool manager;
  • Conduct investigations into different types of (person) abuse, including sexual exploitation, abuse and harassment, abuse of power, all forms of discrimination, harassment, intimidation, assault, exploitation, abuse of the case management process and other violations of MSF behavioral commitments and codes of conduct;
  • Collect evidence, interview survivors, witnesses and subjects of complaints, review documents and analyze evidence, in accordance with guidance provided by the investigating officer of the sponsoring unit ;
  • For each investigation, maintain and update records, protocols and records management system, in accordance with the requirements of the investigation sponsor;
  • Ensure that investigations are conducted in accordance with established safeguarding principles, including adopting a survivor-centred approach and ensuring due process and confidentiality, declaring any actual or potential conflicts of interest;
  • Complete the forms and models required for the survey, according to the instructions to the head of the unit commissioning the survey and the terms of reference of the survey;
  • Provide the required documents in a timely and professional manner to the head of the unit commissioning the investigation;
  • Prepare comprehensive and well-written investigation reports of consistent quality with appropriate findings, conclusions and recommendations;
  • Ensure data is secured in accordance with MSF entity data protection policies;
  • Any other tasks assigned by the investigation sponsoring unit manager or behavioral unit manager related to the current investigation.

VI. POSITION PREREQUISITES

Education

  • University degree or equivalent in psychology, sociology, social work, human resources, human rights, law or a related field.
  • Professional investigation qualification (CHS, OSACO or other qualification system for abuse investigations).

Experience

  • Demonstrated experience conducting administrative investigations into abuse, including Sexual Exploitation, Abuse and Harassment (SEAH), as well as other forms of abuse. (Discrimination, bullying, harassment, abuse of power, harassment, physical assault/violence, exploitation, etc.);
  • Previous experience in conducting investigations as part of MSF field operations is considered an asset;
  • Previous experience working within a national safeguarding/protection program within a humanitarian organization is considered an asset.

Technical skills

  • Knowledge of safeguarding reporting systems (e.g. Clue, Ethicspoint and others) is an asset.

  • Mastery of the principles of abuse case management and investigation, including but not limited to due process, confidentiality, conflicts of interest and survivor-centered approach;
  • Strategic thinking, strong analytical skills, excellent time management skills;
  • Results orientation, tenacity and positive attitude;
  • Ability to remain respectful, empathetic and diplomatic;
  • Ability to interact respectfully with people of diverse origins and cultures;
  • Ability to analyze legal documents relating to local legislation;
  • Sensitivity and discretion, integrity;
  • Intercultural sensitivity and commitment to the principles of diversity, equity and inclusion;
  • Ability to work independently and within a multicultural and multidisciplinary team;
  • Ability to communicate clearly and effectively, orally and in writing, with different audiences, adapting the style to the situation;
  • Ability to gather, analyze and evaluate facts, and prepare and present concise oral and written reports;
  • Good knowledge of trauma-informed interview techniques is an asset;
  • Specific training to conduct interviews with children is an asset;
  • Training/experience in investigating SEAH cases is an asset;
  • Motivation to work in a humanitarian context with MSF.

LANGUAGES

  • Good command of English or French is required (oral and written). Other languages ​​are considered assets as MSF seeks a diverse group of investigators capable of working in multiple languages ​​and in multiple contexts.
