Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The purpose of the consultancy is to provide technical assistance to the project “Strengthening Migration Governance at the Department of Migrant Workers (DMW) in the Philippines” by supporting the organization of training workshops and other related events to capacitate the DMW to implement their initiatives and programmes on migration management in a more coherent and coordinated manner.
IOM Project to which the Consultancy is contributing: The consultancy will be managed by the Migration Management Unit (MMU) in the Manila Office under the IOM Development Fund (IDF) DMW project (LM.0514).
Project Context and Scope:
The Philippines is a leading provider of international migrant labour globally and relies on migration as a driver of development. The Commission on Filipinos Overseas estimates over 10 million Filipinos living abroad, including permanent, temporary, and irregular migrants. In 2021, remittances from OFWs reached a record high of USD 34.88 billion, equivalent to 10 per cent of the country’s gross domestic product.
In December 2021, Republic Act 11641 merged key functions of seven migration agencies and established the Department of Migrant Workers (DMW) with the mandate to “protect the rights and promote the welfare of OFWs, regardless of their status and the means of entry into the country of destination” (Sec. 5, RA11641). However, despite the strong commitment shown by the Government, DMW still needs to hire more than 1,000 new recruits for the Department to be considered fully functional and have the capacity to deliver its mandate. Capacity development is needed for both existing and new staff of DMW. Furthermore, as DMW is building and reinforcing its presence and mandate at the national level, similar efforts are required at regional (local) and international levels.
Through this project, IOM aims to institute holistic and integrated migration governance in the Philippines through a series of targeted technical assistance and support to DMW. This will be done through the provision of technical support and guidance to monitor and evaluate the operationalization of the National Action Plans in a gender-sensitive manner, and to establish a centralized information management system. The project will also support the organization of training and workshops on migration management, and the review and development of tools and materials to promote a more responsive and inclusive orientation for migrant workers and their families.

Category A Consultants: Tasks to be performed under this contract
Seeking to improve the capacity of DMW to implement migration management initiatives and programmes, the consultant will:
- Provide logistical, technical and other administrative support in the implementation of multi-stakeholder consultations, capacity building, and other activities under the IDF-DMW project and related IOM work with DMW.
- Coordinate with the different offices of DMW, officials of other key government agencies, CSOs, and other stakeholders at the national and sub-national levels as necessary.
- Prepare letters of invitation and organize travel arrangements for participants when applicable.
- Coordinate with other consultants, trainers, or resource speakers and support preparation for workshops.
- Support the conduct, facilitation, and documentation of workshops and other activities.
- Perform other duties within the incumbent’s capacity as may be assigned.
Performance indicators for evaluation results
- Satisfactory completion of tasks specified in the ToR based on supervisors’ performance evaluation.
- Planning, organization, and timeliness for managing and delivering outputs.
- Satisfactory organization, conduct and documentation of training workshops and related events.
- Submission of activity reports, including supporting documentation such as photos, minutes, attendance, and evaluation forms, among others.
- Quality of outputs delivered.
Required Qualifications and Experience
- Experience in organizing, coordinating, and/or documenting events and providing logistical and administrative support to such.
- Experience working with government counterparts, national/international institutions, United Nations agencies, and non-governmental organizations.
- Familiarity with migrant protection, human rights, counter-trafficking, return and reintegration, labour migration, and/or migration governance.
- Prior work experience with international humanitarian and development organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
- Proven ability to produce high-quality work while meeting tight deadlines; and
- Very good technical writing skills and excellent command of English and Filipino.
Languages
For this position, fluency in English and Filipino is required.
Note
The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
The consultant will be responsible for following IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
IOM is an intergovernmental organization, and as such is exempted of all taxes in the Philippines. Therefore, it is not obligated to retain any taxes that should be owed to the Government of the Philippines as part of the execution of this contract. It is the sole responsibility of the contractor to comply with any fiscal obligations that might be applicable.

The ownership of intellectual products developed during this project will be shared with the government entities partaking in its creation, as well as IOM’s regional office. Government agencies and the cooperating agency must be warranted visibility and recognition, through the use of their logos in every document and any other material that might be a result of these intellectual production. Applications received later or that do not specify the name of the call will not be considered.
