Area Manager, Libya East At Norwegian Refugee Council

What we are looking for:

An experienced Area Manager (AM) to lead our operations in Libya East. The Area Manager will have the overall responsibility for their designated area which includes Tripoli greater area, Misrata and Tawergha. The Area Manager ensures that NRC´s programme and operations in the area develops in line with NRC’s mission, policies and country specific strategies. This position will also ensure high quality and cost-effective programme/project implementation within the designated geographical area in Libya.

What you will do:

  • Overall responsibility of managing the Area office and sub offices in AO4 East
  • Represent NRC at area level with local stakeholders and national and international NGOs, including in UN and INGO led coordination fora.
  • Oversee NRC Libya Flood response including safety, budget and procurement oversite and the set-up of new sub-office and structure in Derna area.
  • Lead the senior Area Management Team (AMT) and cultivate a robust workplace culture.
  • Responsible for staff security in the Area, including supporting security risk assessments for possible new areas of intervention.
  • Lead the development and implementation of the area level strategy to respond to emergency humanitarian needs and strengthen NRC’s position to support durable solutions for affected communities in Libya.
  • Facilitate strong coordination and regular flow of information between the areas of operations, as well as with the NRC Libya Country Office.
  • Lead on performance management of direct reports and provide constructive feedback on areas of improvement.
  • Roll out capacity building plan for staff in the Area Office, ensuring access to learning initiatives and trainings with a strong focus staff development, care and retention.
  • Contextualize, adapt, and implement Standard Operating Procedures (SOPs) to ensure effective provision of assistance to hard-to-reach areas including through remote management as required.
  • Support the development of assessment, concept notes, project proposals, and budget development for scale-up and post emergency activities.
  • Ensure NRC’s data collection systems are in place and information is properly stored and analyzed.
  • Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards and principles within NRC and amongst beneficiaries served by NRC.

What you will bring:

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context.
  • Previous experience of working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Experience in implementing and managing cash-based interventions and market-based programmes.
  • Knowledge about own leadership skills/profile.
  • Fluency in English, both written and verbal.
  • Fluency in English, both written and verbal. Knowledge of Arabic is highly desirable.
  • Knowledge of the context in Libya
  • Experience with remote management and delivering assistance in hard-to-reach areas.
  • Experience in change management and implementing policies and procedures.
  • Experience with capacity building of staff to take on senior leadership positions.

What we offer:

  • Duty station: Tunis, Tunisia
  • Contract: 12 months
  • Travel: 20% to Libya (depending on visa)
