Project Background

The MELS Activity serves as the USAID/South Sudan Mission’s primary mechanism for monitoring, evaluation, and learning and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support in order to strengthen collaboration, learning and adapting (CLA); promote institutional memory; produce monitoring, evaluation, learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through an efficient use of GIS and other innovative spatial analysis.

TPM Background

Since 2022, MELS has conducted third-party monitoring (TPM) of USAID activities in South Sudan. This involves verifying both development assistance (DA) and humanitarian assistance (HA) activities carried out by USAID implementing partners (IPs).

MELS is envisioning to curate all the monitoring reports (both for DA and OHA activities), identify potential trends or recurring themes when possible, and extract critical lessons for MELS and the Mission’s learning and adaptive management.

Scope of Work

Reporting to the Chief of Party, the TPM Strategy Review Team Lead will be responsible for providing overall technical leadership and direction for the TPM strategy review and acting as the primary technical point of contact. The responsibilities include leading the Inception Report and TPM report analysis process, presenting findings and recommendations to USAID, serving as the primary author for the Analysis Report, and facilitating the Learning Event with the Mission.

The Period of Performance for this position is July 1, 2024 to Sept 30, 2024 with an LOE of 60 days. This position requires 2 short-term trips to Juba, South Sudan.

Deliverables:

  • Inception report describing the methodology and plan for data analysis and reporting
  • Data analysis report
  • Maximum of five-page summary report by technical office
  • One learning event to disseminate findings from TPM synthesis.

Team Composition

Team Lead and two data analysts.

Your Experience and Expertise

  • Should have an advanced degree in a relevant field, with a preference for a Ph.D or equivalent.
  • At least 10 years of experience in TPM of USAID-funded activities, ideally in emergency, conflict-affected settings like South Sudan.
  • Proven leadership to guide a multidisciplinary team with strong project management skills.
  • High level of attention to detail, punctuality, and very organized.
  • Demonstrated creative thinking skills and excellent facilitation skills.
  • Respect for individuals from all nationalities, ethnic groups, religions and minority populations, and a high level of cultural sensitivity.
  • A working familiarity with South Sudan a plus.
  • Excellent interpersonal and communication skills with the ability to work effectively in a team-oriented environment.
  • Should possess an awareness and sensitivity to the socio-political and cultural context of South Sudan, with experience in multicultural environments.
  • Respect for the importance of confidentiality.

Languages

  • Fluency and exceptional writing skills, with ability to write and speak persuasive, clear, and compelling narrative in English.
