- The position we offer
Within the Strategic Programs and Partnerships department, the Humanitarian Programs Manager is in charge of developing Plan International France’s humanitarian programming and advocacy in line with the organization’s strategic plan focused on children’s rights. and gender equality.
Under the responsibility of the Director of Programs and Strategic Partnerships, the Humanitarian Programs Manager is responsible for:
Develop the strategy and humanitarian programming of Plan international France
- Develop and update Plan International France’s humanitarian engagement strategy
- Develop new projects/programs in line with the strategy of Plan International France and the themes identified as priorities in the humanitarian field
- Support country offices in identifying needs and drafting intervention proposals.
- Develop/strengthen dialogue with relevant donors to maintain in-depth knowledge of their intervention strategy, anticipate funding opportunities and position Plan International France as a relevant humanitarian actor on the themes of children’s and youth rights and gender equality in crisis and conflict situations.
- Ensure monitoring of fragile and conflict situations.
- Identify opportunities for operational alliances (internal and external to the Plan International network) and develop partnerships with other national Plan International organizations, civil society organizations and collectives.
Develop and deploy humanitarian operational advocacy
- In close collaboration with the advocacy department of Plan International France, develop and implement a humanitarian operational advocacy strategy to address the themes of children’s and youth rights and gender equality in crisis and conflict situations.
- Provide data on violations of the rights of children and young people and gender inequalities in countries identified as priorities to feed advocacy messages.
- Take an active part and represent Plan International France in national and international coordination bodies, particularly with the Coordination Sud Humanitarian Commission.
- Ensure coordination with the communications department and represent Plan International France when speaking in different bodies and the media.
Manage the humanitarian projects/programs portfolio
- Ensure the management of humanitarian projects/programs, in accordance with Plan International’s procedures and quality framework and quality reporting to donors.
- Provide support to the Compliance and Finance Department of Plan International France to ensure the financial compliance of projects/programs and the carrying out of audits and monitoring of recommendations.
- In close collaboration with the Communication department, implement a communication plan, collect data, information and testimonies on humanitarian interventions and ensure reporting.
Strengthen Plan International France’s know-how in humanitarian programming in crisis or conflict situations
- Identify and capitalize resources in the field of resilience and crisis management, including from a humanitarian, development and peace nexus perspective.
- Provide country offices and program team members with expertise on crisis prevention and management issues on an ad hoc basis.
- Participate in building the department’s capacities in terms of humanitarian programming, development and peace.
- Contribute to updating Plan International France’s security procedures and monitor humanitarian and security situations in countries of intervention in crisis or conflict situations.
Act as Plan International France’s focal point within the Plan International network on humanitarian issues
- Ensure the interface between Plan International France and the Plan International network on humanitarian themes identified as priorities.
- Actively participate in network coordination platforms on humanitarian issues and represent Plan International France in relevant bodies.
- The profile we are looking for
You have a Master’s degree, ideally in international solidarity, humanitarian action, international relations, political science (or equivalent) and you have at least 5 years’ experience in positions coordinating, developing and managing humanitarian programs, including on the ground.
Also :
- Proven experience in setting up and managing a portfolio of projects financed by public donors (e.g. CDCS, AFD (Minka), ECHO, Expertise France, etc.), ideally in the priority areas of Plan International. Multi-donor project management is a plus.
- Experience in humanitarian advocacy, strong interest in developing and leading advocacy focused on the rights of children and youth and gender equality in crisis and conflict situations and good understanding of the rights-based approach and gender equality
- Perfect command of French and English (oral, written)
- Very good organization and ability to respond to short deadlines
- Ability to represent the organization and speak publicly, including to the media
- Strong team spirit
