Finance Coordinator At Danish Refugee Council

Overall purpose of the role:
The Finance Coordinator is responsible for ensuring that the staff are following the policies and guidance with DRC’s Operations Handbook, internal guidelines, and donor requirements. Participate in proposals and prepare donor financial reports. Strengthening procedures and control, conducting spot checks and reviewing the transactions regularly. Support the Finance Manager in grants financial management and master budget planning.

Responsibilities:

  • Advise and provide support in monitoring and overseeing the financial management for all activities in DRC Sudan including the oversight of financial expenditure and accountability; undertake preliminary financial analysis of projects in the Country Office.
  • Provide input for and coordinate the preparation of donor financial reports in accordance with DRC regulations and established procedures.
  • Evaluate the data and ensure that accounting data is properly entered in ERP/Dynamics, in accordance with DRC financial rules and practices, and maintain accurate records of ERP/Dynamics entries including hard copies of all vouchers and supporting documentations.
  • Review the monthly accounting returns for accuracy and ensure that these are submitted on a timely basis and are completed according to DRC Policies and Procedures.
  • Assist in forecasting cash flows according to activities in the Country Office and ensure daily control of funds disbursed; verify that funding is received in accordance with donor agreements.
  • Support the Finance Manager and Head of Support Services in planning the master budget for the Country, monitor budget control and analyze variances between budget and actual expenditures, and assist in the preparation of budgets for new programmes.
  • Inspect payroll and support costs versus budgets, ensuring that salaries and support costs are correctly allocated to projects consistent with DRC’s fair share allocation policy.
  • Provide support and information to SMT throughout the project cycle to enable compliance with DRC’s policies and procedures and any donor-specific requirements.
  • Make recommendations on procedural improvements and train national staff in the relevant areas of accounting and finance. Facilitate and support knowledge building and sharing in accounting and finance.
  • Liaise with other internal functional units of the Country Office, and support the Finance Manager in liaising with banks, donors and government counterparts, auditors and other stakeholders as required in the performance of the accounting function.
  • Liaise with relevant units at HQ with regard to the accounting and financial activities of the Country Office.
  • Supervise and train finance staff on DRC financial policies and procedures.
  • Perform such other related duties as may be assigned.

Experience and technical competencies

  • Degree in Finance or Accounting
  • Minimum 6 years’ work experience in finance or accounting
  • At least 3 years of experience working with an INGOs.
  • Experience with international institutions knowledge of International Public Sector Accounting
  • Strong analytical and conceptual skills.
  • Advanced skills in Excel and accounting systems.
  • Proven management and supervision skills, team player and proven commitment to accountability practices.
  • Advance knowledge in accounting and financial skills.
  • Stable and robust character.

Languages:

  • Fluency in Arabic
  • Advanced level in English.

Conditions
Contract: Twelve months’ contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for International staff. This position is graded at NM. G
