Detention Field Officer (for Philippines Nationals Only) At International Committee of the Red Cross

The Detention Field Officer plans and carries out detention visits and elaborates/maintains a regular network with key interlocutors. S/he provides support in analysis to develop and refine the delegation’s work on “preventing and addressing ill-treatment” in early stages of detention in line with the overall detention strategy under the lead of the Detention Team Leader (DTL). S/he will be expected to develop, provide recommendation and execute based on the agreed plan of action in preventing and addressing ill-treatment in early stages of detention.

MAIN RESPONSIBILITIES

  • Under the lead of the DTL, organizes and carries out detention visits to contribute to the understanding of issues related to preventing and addressing ill-treatment in early stages of detention.
  • Conducts data collection and analysis regarding ill-treatment, obtained from interviews with people deprived of liberty, authorities in order to produce reports and do the respective follow-up, and maintains a network of key interlocutors.
  • Independently draft report and follow up on the recommendations when applicable.
  • Supports the organization of workshops, roundtables, and seminars aimed at systemic support to detaining authorities.

REQUIRED PROFILE

  • University Degree in the field of social science, social and development work and relevant professional experience.
  • 3 years’ experience working in a related field, detention being an important asset, or such as social, political or economic sciences.
  • Good command of written and spoken English and Filipino; knowledge of Bisaya and including any other dialect is an added value
  • Excellent computer literacy (word, excel, databases)
  • Comprehensive and accurate analytical skills * High level of negotiation and social skills
