Caritas Germany is looking for an experienced financial administrator for financial monitoring, reporting and administrative support for its development projects in India. Preferably based in either West Bengal, Bihar, Uttar Pradesh, or Nepal, the Finance Monitoring and Support Manager will provide financial monitoring and reporting support in collaboration with various implementing partner organizations and other Caritas Germany’s regional support staff. He/she will coordinate closely with the team at Caritas Germany’s headquarter in Germany. The Finance Monitoring and Support Manager will ensure donor compliance, timely and accurate reporting, and effective fund management. Additionally, the position holder will contribute to strengthening the administrative capacity of staff in the partner organizations and work closely with other staff and consultants in South Asia.
This position reports to the Project Officer and Finance Administrator at the German head office and requires frequent field trips, primarily within India but also potentially across South Asia.
Major responsibilities:
Grant Monitoring Compliance and Donor Reporting
In coordination with the Caritas Germany Head office and staff in the regional and local partner organizations the position.
- coordinates the collation of financial donor reports, and supporting documentation and ensures a complete and high-quality review, as well as keeping the deadlines set by headquarters and donors
- assures the timely submission for narrative and financial reports as well as supporting documentation
- Ensures effective monitoring of ongoing grants with regular updates of standard and internal tracking tools. Disseminates this information to all relevant colleagues.
- Supports in planning and realizing adjustments of budgets, fund flows and approvals throughout the project lifecycle.
- Provides technical advice on book-keeping, fund allocation, procurement procedures, financial aspects of human resource management and donor regulations to ensure compliance.
- Maintains a comprehensive and up-to-date knowledge of donor guidelines related to German Ministry for Economic Cooperation and Development (BMZ), German Foreign Ministry (AA), ECHO and other back-donors of Caritas Germany.
- Checks the adherence of policies (procurement, HR, etc.) by reviewing the documentation and, if feasible, taking part in decision making and controlling committees.
- Checks vouchers and supporting documents (e. g. beneficiary lists, training reports) for eligibility according to Donor and Back donor regulations.
- In collaboration with the Head office team in Germany and other DCV consultants provides training to partner staff on compliance and donor-specific requirements.
- Acts as a focal point for HQ colleagues responsible for grants administration and compliance.
- Organizes and coordinates yearly project audits of each partner with local audit companies.
Project Cycle Management
- Supports the implementing organizations in organizing proper project cycle management (PCM) by preparing necessary documents and ensuring trainings and logistics if required.
- Works closely with the local implementing partners team to ensure a common understanding of accountability requirements.
Supporting tasks
- Participates in partner performance evaluations and proposes improvements to strengthen partner capacities in the financial and administrative field.
- Facilitates and participates in donor visits and/or meetings by preparing agendas, presentations, and coordinating logistical aspects.
- Contributes to the development of the resource mobilization strategy of local partners and identify new funding opportunities in collaboration with their management teams.
Job Requirements:
- Minimum Bachelor’s degree or equivalent in finance, accounting, business administration or another relevant subject
- 5-10 years working experience in non-profit financial administration of development projects or similar area
- Knowledge of donor compliance regulations, with experience in funds from German Public Funds, and ideally also ECHO and EU
- Knowledge of local accounting standards and FCRA-regulations, Tax and Human Resource regulations
- Proven previous successful experience developing projects and donor reports
- Good communicator with strong organizational, time management, and analytical skills
- Fluency in English, Hindi and Bengali spoken and written. Knowledge of German a plus.
- Willingness to travel

Working Environment
The Finance Monitoring and Support Manager will be based in Northern or North-East India or Nepal and working remotely based in the home-office.
