FCA in the Central African Republic (CAR)
FCA has been present in the CAR since 2013 and operates in the humanitarian and development fields.
The FCA Country Coordination is based in Bangui with field offices in Berberati, Bouar, Mbaïki, Bossangoa and Paoua with a total of 93 employees. FCA’s activities are organized around three main themes: the Right to Quality Education, the Right to Peace which includes the protection of Human Rights and the Right to Livelihoods in 8 prefectures: Lobaye, Mambéré, Mambéré Kadéi, Nana Mambéré, Ombella Mpoko, Ouham, Lime Pende and Sangha Mbaéré.
Job Description:
The Project Manager will be responsible for the overall supervision, monitoring and reporting of the EPT project (specifically the activities implemented by FCA), ensuring timely and quality implementation and achieving results. This is a 4-year multi-sectoral project to improve the schooling of girls and the most vulnerable in the Mambéré-Kadéï prefecture, a conflict recovery zone.
Responsibilities:
The Project Manager is responsible for:
Project supervision :
·He/she will lead the development of the strategy, timetable and work plan, and ensure that they are respected;
·He/she ensures the completion of the project results and objectives, with an emphasis on the long term;
- He/she ensures the smooth running of ongoing activities while respecting the project plan, the timetable and the budget;
·He/she ensures compliance with Finn Church Aid (FCA), CAR Government, AFD and other relevant education standards (INEE etc.) policies, manuals and guidelines.
Staff supervision
- He/she is responsible for supporting and supervising the project team under his/her responsibility.
- He/she supervises and manages the project team and ensures ongoing training in collaboration with the Mission Coordination
- He/she ensures knowledge and compliance with the FCA Code of Conduct, and the community approach while respecting FCA values and principles;
- He/she ensures that HR procedures (individual work plans, performance evaluation, TimeSheets, leave plans, etc.) are respected.
·He/she defines individual objectives, evaluates individual performance, contributes to development and career progression, monitors skills.
·He/she organizes and leads project team meetings regularly;
- He/she writes the job profiles to be filled within the framework of the project
- He/she contributes to the selection and recruitment of national project staff according to needs.
- He/she ensures comprehensive archiving and uploading of all project documents to the archiving platform.
Finance
- He/she is responsible for monthly and annual budget planning;
- He/she ensures budget monitoring and makes the necessary changes in the implementation of the project;
- He/she ensures the effective and efficient use of project and FCA resources
Reporting and representation:
- He/she ensures quality reporting (on time and contractually) of the project’s achievements;
- He/she organizes with the project team and the MEAL staff, the monitoring of activities, results and indicators, as well as the collection of data according to the project plan;
- He/she ensures that feedback and lessons learned are documented, analyzed and used to improve the implementation of FCA programs;
- He/she ensures good collaboration and synergy with partners and different components of the project;
- He/she represents FCA with local authorities and the technical services of the relevant Ministries;
- He/she represents FCA within the Education Working Group (EWG)/education sub-cluster, etc.
- He leads the advocacy and communication of the project, in accordance with the planned plan.
Any other tasks requested by the supervisor directly or indirectly related to his/her role.
Qualifications and skills required
- University degree (at least Bachelor’s degree) in Educational Sciences, project management, or related field.
- At least 5 years of experience in humanitarian or development project management, preferably in the field of Education
- Experience in managing multi-million euro financing, preferably with AFD.
- Strong analytical and design skills.
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision.
- Knowledge of gender issues and monitoring, evaluation, research and learning would be an asset.
- Work experience in the Central African Republic (preferably in the Mambéré Kadei prefecture).
- Experience in technical and operational project management
- Experience in budget management and monitoring.
- Excellent leadership and communication skills.
- Excellent oral and written skills in French and English.
- Have good computer skills in budgetary, operational and activity management formats (Word, Excel, Outlook).

- One year contract
- Salary defined by the FCA salary scale
