Regional Programs Operations Director – West Africa At CARE USA

JOB SUMMARY

The Regional Program Operations Director (RPOD) will ensure the timely and successful implementation of CARE’s programs in the West Africa region. The RPOD will be responsible for identifying risks to our implementation and lead mitigation strategies. The RPOD will work to ensure on time and on-budget award management, donor compliance, and Implementing partners management whilst supporting program and humanitarian access through the effective management of context analysis, and problem-solving coordination and issue management and solution adaptations with business services teams (supply chain, Finance and cash management, Award Management, Legal and Human Resources and ICT). This position is responsible for ensuring that CARE operations in West Africa are carried out successfully and will work with and escalate with matrix leads in Business services, CARE Security Unit, CARE USA Humanitarian Affairs, Programs and Impact teams to ensure issues get resolved appropriately

RESPONSIBILITIES:

  • Strategic Leadership: Develop and implement operational strategies aligned with CARE’s global vision and regional priorities. Coordinate closely with stakeholders to enhance program effectiveness and responsiveness.
  • Program Oversight: Provide strategic oversight to country programs, ensuring adherence to quality standards and impactful program delivery. Facilitate resource allocation and emergency preparedness across the region.
  • Change Management: Lead change initiatives in collaboration with regional and country teams, promoting organizational agility and distributed leadership. Drive structural enhancements to optimize operational models.
  • Resource Mobilization: Champion resource mobilization efforts, including donor mapping and fundraising strategies. Ensure alignment with programmatic needs and sustainable growth objectives.
  • Talent Development: Mentor and develop talent within the region, conducting performance reviews and fostering a culture of continuous learning and development. Identify and nurture key leadership potentials.

QUALIFICATIONS

Required

  1. 7-10 years progressive leadership experience; experience in strategic and operational management. Evidence of extensive experience in international humanitarian & development work at management level.
  2. Demonstrated knowledge of or professional experience West and Central Africa Region and experience working in a global organization required.
  3. A strong commitment to, and a demonstrated experience in, the areas of organizational development and learning, knowledge-sharing and people development.
  4. Must communicate fluently in both English and French.

Desired:

  1. Good grasp of issues related to the cause of poverty and injustice; knowledge of middle east is an advantage.
  2. Proficient French and English language skill is required.
  3. Problem-solving and solutions across regional programs and teams.
  4. Skilled in coordinating networks and building synergies across teams.
  5. Advanced communication, facilitation and consensus building skills.
  6. Demonstrated experience and understanding of donor relations at an operational level.
  7. Excellent interpersonal, teamwork and communications skills.
