Responsibilities

AAN Associates is actively looking for qualified individuals, experienced in leading/conducting complex evaluations and comprehensive knowledge of Child Rights System of Croatia to fill the role of National Evaluator for a potential project. Candidates with experience for UN Agencies, bi/multilateral donors and INGOs such as World Bank, UNICEF, WHO, WFP, World Bank, Asian Development Bank and African Development Bank, IFAD, BMGF to name a few, are highly encouraged to apply. As an Evaluator the professional will be responsible for:

  1. Crafting and executing a comprehensive formative evaluation strategy that integrates seamlessly with our development objectives.
  2. Facilitate data collection efforts, be able to conduct Key Informant Interviews and FGDs.
  3. Taking charge of designing and overseeing the implementation of our formative evaluation plan, ensuring thoroughness and precision at every stage.
  4. Upholding the highest standards of scientific rigor and ethical integrity throughout the evaluation process.
  5. Leading the interpretation of evaluation findings and driving their dissemination through publication in esteemed peer-reviewed journals.
  6. Providing mentorship and guidance to our dedicated research teams, fostering a culture of collaboration and excellence.
  7. Implementing robust quality assurance mechanisms to guarantee the reliability and accuracy of our research data.
  8. Collaborating closely with external evaluators and auditors to enhance the credibility and trustworthiness of our evaluation efforts.
  9. Actively engaging with stakeholders, sharing impactful findings, and representing our project at relevant forums and events.

Requirements:

  • University degree in law, social science, social policy, or a related field (an advanced degree is an asset)
  • Sound monitoring and evaluation expertise with at least 3 years of experience in the human rights agenda
  • Excellent knowledge of government monitoring systems
  • Experience working with UN organizations and/or UNICEF (considered an asset)
  • Familiarity with child rights in programming or evaluation
  • Ability to work in a team with strong interpersonal and communication skills
  • Strong advocacy and analytical skills
  • Familiarity with the work of UNICEF and the UN in Croatia
  • Experience working with Croatian institutions and in-depth knowledge of national child rights monitoring systems
  • Fluency in written and spoken English and Croatian
