RBM Partnership to End Malaria
The RBM Partnership is a global health initiative designed to implement coordinated action against malaria. It mobilises action and resources and builds consensus among partners. RBM works primarily through Partner Committees (PCs) that formalise, consolidate and amplify the Partnership’s priorities for sponsorship, resource mobilisation and country/regional support. Each PC is supported by a PC Chair employed by the RBM management team. The Regional and Country Supporting Partner Committee (RSPC) provides a platform to engage the RBM Partnership community in
coordination of support to countries and regions as they implement their malaria control and elimination implementation programmes. Support is tailored to the requirements and capacity of each country and region.
Functional Responsibilities
Purpose and scope of mission
The Insecticide Treated Bed Net (ITN) Campaign Digitalization Specialist will work for UNOPS/RBM to facilitate and support countries on issues related to the development and/or expansion of digital platforms for ITN distribution campaigns. Significant investment in the digitalization of ITN campaigns is expected in the coming years, which requires experienced consultants. The consultant will provide support on issues related to the introduction or expansion of ITN digitalization, including the different platforms.
The specialist is expected to have experience in evaluating, developing, governing and implementing MTI digitalization tools and technologies.
Duties may include, among others, the following:
- Provide technical inputs to the contextual analysis and operational needs of the digitalization of the ITN campaign in close collaboration with Malaria Programs and any other stakeholders, with a clear definition of the aspects of the campaign that will be digitalized (macro-planning, micro-planning, including geo-enabled, household registration, distribution chains, logistics and supply, supervision and monitoring, social behavior change, etc.).
- Conduct an assessment of the country’s digitalization ecosystem and key indicators (Internet penetration rate, social media usage, national network coverage, etc.), identifying opportunities, weaknesses and gaps in the digitalization of the campaign.
- Mediate discussions to select the digital platform and the functionalities needed to achieve digitalization objectives.
- Provide technical input in the development of the digitalization action plan based on the results of the contextual analysis and operational needs and ensure that it is aligned and consistent with the overall MTI strategy and other action programs (MSC, logistics and supply chain, monitoring and evaluation).
- In close collaboration with logistics, support the development of a comprehensive budget based on clear quantifications of personnel (hired nationally or internationally) and training; equipment and software (specifications and numbers of smartphones, main scanning platform and related applications, etc.) required for the digitalization of the campaign.
- Support the development of the disaggregated calendar of digitalization activities and the roles and responsibilities of each service provider and stakeholder.
- Develop risk assessment and mitigation measures for campaign digitalization.
- Co-lead the customization of the digitalization platform, supporting the process of defining, adopting, monitoring and implementing country-specific requirements.
- Prepare supporting documents such as job descriptions for digitization staff, terms of reference for the sub-digitization committee, smartphones, software specifications and related digitization SOPs.
- Provide technical input to define primary parameters to evaluate the campaign’s digitalization pilot test and necessary adjustments prior to expansion.
- Provide technical guidance in organizing the post-campaign digitalization review meeting, including developing tools to collect information for beneficiaries and campaign workers.
- Provide guidance on defining the workflow of the digitalisation campaign and the process of collecting household data using smartphones (purchased equipment or a “Bring Your Own Device” approach) and applications for the main platform via the internet network.
- Monitor the progress of digitalization efforts, assessing their impact and suggesting improvements based on data analysis and feedback from stakeholders.
- Support the updating of the online digitalisation prospect locator for each country section as digitalisation progresses throughout the campaign.
- Coordinate with multiple stakeholders, including government officials, health professionals and technical partners, to ensure successful implementation of digitalization of ITN campaigns.
Education/Experience/Language requirements
Education
- Advanced college degree (master’s degree preferred), preferably in public health, social sciences, health informatics, information and data management systems, computer science and data collection systems programming, or related field. Bachelor’s degree may be considered with 2 additional years of experience.
OR
- Technical/Professional License with 8 additional years of experience
OR
- Technical/professional degree with 11 additional years of experience
OR
- Complete secondary education with 13 additional years of experience.
Professional experience
- A minimum of 5 years of professional experience in public health or related areas, with a focus on digital health and/or campaign management such as DHIS2, Commcare, Red Rose, health campaign platform software, ODK, Kobo, Power BI, Tableau, etc. is required.
- Familiarity with digital health tools and technologies, such as mobile applications, data management systems, and digital reporting platforms.
- Experience working in mass ITN distribution campaigns, mass vaccination campaigns, or other large-scale programs such as food distribution, emergency operations, disaster response, or other large-scale health or humanitarian programs is required.
- Proven experience in drafting guidance documents, technical specifications and business processes for digital health interventions or digitalization of campaigns.
Desirable:
- Strong communication skills to effectively convey technical information to non-technical stakeholders and coordination skills to manage multi-country initiatives.
- Knowledge of broader health policies and national malaria programs.
Languages
- Fluency in Portuguese is required.
- Working knowledge of other languages, such as French or English, is desirable.
