CRB in West Africa
The Belgian Red Cross has been supporting programmes in West Africa since 1997. Currently, the Belgian Red Cross maintains close partnership relations with four national Red Cross societies in Burkina Faso, Mali, Niger and Senegal. It also occasionally supports other National Societies in the region with ad hoc support. As part of its strategy, it wishes to strengthen its regional approaches and its collaborations with other actors of the Red Cross and Red Crescent Movement.
The CRB in Niger
The Belgian Red Cross has been working alongside the Niger Red Cross (CRN) since 2012, to support the humanitarian response, disaster risk reduction and the protection of the most vulnerable populations in Niger.
This partnership is implemented through three key initiatives:
- The PPP emergency humanitarian response programme, carried out in coordination with the CRN, the Red Cross and Red Crescent Federation, the Luxembourg Red Cross and the French Red Cross;
- The AMoPAH multi-sectoral response to basic needs programme aimed at strengthening the protection of the most vulnerable communities, implemented with the CRN and the Danish Red Cross;
- The five-year development programme aimed at strengthening the resilience of households and communities.
In this context, the Belgian Red Cross is recruiting a Country Representative to represent it in Niger. The Representative is based in Niamey but will make frequent trips within the country.
Function :
Under the responsibility of the Geographical Unit (UG) West Africa in Brussels;
In close collaboration with the Nigerian Red Cross;
In close collaboration with the ICRC, the IFRC and the Partner National Societies and
In accordance with the fundamental principles and general rules of the Red Cross Movement and with the procedures of the Belgian Red Cross (CRB);
The Country Representative (CR) is an extension of the CRB in the field. The main purposes of the position are divided into three aspects:
- Support the partner in managing the project cycle (development & humanitarian response) and in strengthening its capacities: the RP supports the partner at key moments both methodologically and on technical and financial aspects.
- Ensure the link between the CRB and the National Host Society (NHS): the RP maintains a constant dialogue with the partner in order to know and share the CRB and CRN strategies, their methods, constraints and opportunities. He/she ensures that the partner’s ambitions and expectations with regard to the CRB are known and addressed.
- Know and monitor the local context and ensure the representation of the CRB in the country: the RP monitors developments in the local context and in particular the security context. He/she maintains a constant dialogue with donors present locally as well as with other international NGOs (and in particular with Belgian NGOs).
More specifically he/she,
- Provides a role of supervision and supervision of actions jointly with the hierarchy and other actors of the Nigerian CR through work of analysis of results, regular field missions (50% of the time), targeted methodological and technical support according to needs;
- Supports the implementation of actions, monitoring and evaluation and reporting to donors;
- Supports external audit and evaluation processes;
- Provides support for programming, identification and project formulation;
- Supports the search for funding;
- Maintains and develops strategic dialogue with the Movement’s partners and Belgian NGOs;
- Ensures the representation of the CRB with authorities, partners and donors;
- Responsible for the local management of expatriate human resources (none at present);
- Monitors the political and security context at the national level and is responsible for the security briefing of expatriates and any person passing through as part of a cooperation mission.
Profile :
- Holder of a university-type Higher Education Diploma related to the function (political sciences, social sciences, international relations, etc.)
- Minimum 5 years of experience in coordinating and supervising programs on international funding in the field of humanitarian aid or development
- Proven experience within the Red Cross Movement
- Proven experience in cash transfer program management and information management
- Proven experience in emergency project management and/or disaster risk reduction
- Desired experience in supporting a local partner (organizational development, capacity building)
- Excellent multicultural and interpersonal skills, ability to establish and maintain networks
- Very good sense of diplomacy
- Availability to carry out missions in the sub-region
- Necessary skills in participatory approaches and community mobilization, and sensitivity to “protection, gender and inclusion” approaches
- Communication skills, analytical mind, mastery of IT tools
- Very good writing style and excellent oral and written expression in French; average knowledge of English
- Expatriate experience in West Africa is a serious asset
