About the Program – The Humanitarian Logistics Capability (HLC) contract is a partnership between Palladium International Pty Ltd and the Department of Foreign Affairs and Trade (DFAT). The HLC program itself supports the Australian Government’s international disaster relief efforts through the provision of logistical support, disaster relief procurement, and timel y technical advice. The HLC team achieves these outcomes through the provision of high quality, multifaceted, flexible, and responsive humanitarian supply chain solutions.

About the role – The HLC enables the Australian Government to respond better, faster and more efficiently to humanitarian crises overseas. The Program Operations Officer (Procurement and Contracts) role is central to the efficient and timely delivery of emergency assistance. Working closely with our Response Leads, the successful applicant will ensure that HLC’s procurement and contracts are managed to deliver best practice solutions, in line with policies and value for money principles.

Key Responsibilities

· Responsible for the efficient coordination and management of procurement functions for Humanitarian Logistics Capability.

· Work with relevant stakeholders to develop, monitor and progress a procurement strategy for the HLC program, assessing and ensuring best practice, fit for purpose solutions regarding suppliers, supplier arrangements and procured items.

· Increase the volume of Indigenous suppliers through the identification of suppliers and ensuring IPP commitments are embedded into procurement processes.

· Support the negotiation and administration of supplier contracts in accordance with HLC and Palladium standard operating procedures

· Develop and maintain strong supplier relationships. Ensure suppliers adhere to Service Level Agreements (SLAs).

· Ensure HLC’s compliance with Palladium’s Procurement Integrity Policy and the principles of the Australian Government’s Commonwealth Procurement Rules and strengthen procurement capability across the program.

· Act as a Senior member of the Operations Pillar, developing continuous improvement initiatives and providing training and guidance to the Logistics & Procurement Administrator as required.

About You

· A minimum of 5 years relevant work experience, or degree in relevant discipline (Procurement or Supply Chain Management, project management, business administration) plus demonstrated work experience.

· Experience in a project operations role, preferably within a DFAT and/or a donor project context.

· Strong understanding of procurement policies and procedures governing Australian public procurement, including Commonwealth Procurement Rules and Indigenous Procurement Policy, and experience of applying them in procurement processes.

· Experience in contract administration and supplier engagement in a project context.

· Strong attention to detail and accuracy within all aspects of work.

· Strong working knowledge of Microsoft Office, in particular MS Word and Excel.

· Ability to develop strong relationships with internal and external stakeholders.

· Excellent written and verbal communication skills.

· Sound problem solving and decision-making skills.

· Ability to work at a fast pace, with a low level of supervision and as a part of a team.
