Consultation – Final evaluation of international cooperation project

• Location of the mandate: remote – travel to be expected in the intervention areas
• Duration and terms of the mandate: consulting contract from the end of August to December 2024 for one or more consultants, individually or in a consulting team.

The foundation

The Paul Gérin-Lajoie Foundation is a non-profit organization whose mission is to promote access to equitable education in Africa and Haiti. In Canada, the Foundation contributes to mobilization in the face of international solidarity issues and the promotion of the French language.

Description of the ÉDUFAM project

The Girls’ Education for a Better Future in the Great Lakes Region (ÉDUFAM) project has been implemented by the Paul Gérin-Lajoie Foundation and the Center for International Studies and Cooperation (CECI) as well as local partners since December 2019.

The project ultimately aims to increase empowerment through education of girls, adolescents and women (f/a/F) victims of conflict, including refugees/displaced persons/returnees and persons with disabilities (RDRH), in the Great Lakes region.

Description of the mandate

The mandate aims to carry out the final evaluation at the end of five years of implementation of the ÉDUFAM project which started in December 2019, and whose activities in the intervention zones will end on September 30, 2024, for closure on December 31, 2024. The missions of the mandate will be to:

• Evaluate effectiveness , i.e. whether and to what extent the intended objectives and results of the project have been achieved, and assess the performance and quality of the activities carried out;
• Assess the relevance of the project in relation to the needs of the f/a/F and the targeted communities in relation to the context of each of the intervention zones;
• Assess the positive and negative impacts of the project on direct and indirect beneficiaries, as well as the factors of success/failure and sustainability of the results obtained;
• Assess the viability and sustainability of project actions and benefits, the efficiency of the project, including the organizational and financial performance of all partners;
• Provide recommendations to partners, donors or other organizations, for scaling up the program;
• And finally, assess the extent to which the ÉDUFAM project has taken into account the principles of equity, inclusion and intersectionality in its design and implementation.
• The evaluation will adopt a participatory and iterative approach , in a mixed approach (quantitative and qualitative) in the collection and analysis of data.

Requirements and skills required of the evaluation team

• The selected consulting firm/consultant will be responsible for creating an evaluation team. The minimum requirement is that the team is composed of at least one project manager (international or local) and one local expert in charge of coordination in the project areas. The evaluation team should be composed of national experts from the three project areas if possible;
• Expertise in the field of education or related social sciences (Master or PhD);
• Extensive experience in quantitative and qualitative evaluations in the education and gender equality sector;
• Good command of monitoring-evaluation and results-based management tools;
• Excellent command of the issues of gender inequalities and intersectionality;
• Excellent report writing skills;
• Knowledge of the context of the three countries of intervention, preferably in the education sector, and in particular of the technical aspects of girls’ education;
• Excellent command of French, English and one of the three local languages ​​(Kinyarwanda/Kirundi/Swahili);
• Good presentation, communication and dialogue skills with communities.

Recruitment and mandate terms

• Application files must include a technical and financial offer submission letter, an understanding of the study, methodology and timeline, as well as a detailed CV of the main consultant or their team, in French;
• Payment of fees will be made in 3 installments of 30%, 30% and 40% depending on the stages of the consultation as indicated in the terms of reference;
• The consultant(s) will themselves organize field visits and meetings with stakeholders;
• Travel expenses will be covered according to the terms of reference;
• The consultant(s) will use their own equipment (computers, data collection tools, cameras or video cameras, etc.).
