WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

• Care : provide real access to care for populations.
• Change : more than helping, we want to change things in the long term.
• Bearing witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

The XENIA project [1] is a 36-month project (April 2024-March 2027) implemented by Médecins du Monde Belgium (MdM) with the financial support of the Ministry of Foreign Affairs of the Netherlands within the framework of the “Migration and Displacement” programme. The project is implemented in Tunisia and Morocco in the following intervention areas:

Tunisia: Greater Tunis, Sousse, Sfax and Medenine.

Morocco: Rabat-Salé-Kenitra, the East (and notably Oujda), Beni-Mellal-Khenifra, Fes-Meknes and Marrakech-Safi.

The project starts with an inception phase which began in April 2024 and which includes the baseline survey, an analysis of the needs of local partners as well as an analysis of the contextual, operational and organizational risks related to the project.

The XENIA project responds to the following intervention logic:

DESCRIPTION OF THE CONSULTATION

The mission includes a baseline survey, a needs analysis of Médecins du Monde partners within the framework of the Xenia project as well as an analysis of operational, contextual, organizational and PSEA risks within the framework of the XENIA project.

The main objective of the baseline study is to establish a detailed baseline situation by identifying reference values ​​(qualitative and quantitative) for the impact, effect and output/result indicators in accordance with the project’s logical framework. The baseline study should focus on the proposed intervention strategies, namely: (i) capacity building of local partners in the country, (ii) direct financing of partners in the country and (iii) meaningful participation of people in vulnerable situations in the development of national and international policies, an intersectional approach should be integrated into this exercise. It will include a quantitative and/or qualitative description of the baseline situation in relation to the proposed intervention strategies, including the targeted results envisaged, both qualitative and quantitative. It should include an assessment of the level of satisfaction of beneficiaries with the services and orientations/referrals currently offered by Médecins du Monde and its partners.

The main objective of the Needs Analysis is to define the capacity building needs of the local partners of Médecins du Monde in Tunisia and Morocco mobilized within the framework of the XENIA project, particularly in terms of networking, reliability, and advocacy in a regional context (by regional we mean the Maghreb and the countries of the northern Mediterranean) but also their operational, administrative and governance capacity.

The main objective of risk analysis is to establish contextual risks (including risks related to the political context), programmatic and organizational risks as well as fraud or corruption risks, specifying for each:

• Risk (description) Probability of the risk occurring (low/medium/high + explanation)
• Potential impact on business results (low/medium/high + explanation)
• Reduction measures
• Residual risk (including assessment)

Risk analysis is carried out at three levels:

• At the level of each of the implementing countries
• At the project level
• At the organizational level (MdM and its partners)

The baseline survey, needs analysis and risk analysis must be carried out in a participatory manner with the involvement of local partners.

DELIVERABLES

Deliverable 1: Detailed methodological note with the collection tools, the ethical protocol and the mission timetable validated by Médecins du Monde

Deliverable 2: The baseline survey report incorporating comments from Médecins du Monde and validated by Médecins du Monde

Deliverable 3: The Needs Analysis report incorporating comments from Médecins du Monde and validated by Médecins du Monde

Deliverable 4: The Risk Analysis report incorporating comments from Médecins du Monde and validated by Médecins du Monde

The consultant will have to plan days to proofread the version translated into English (by Médecins du Monde) of deliverables 2, 3 and 4 for final publication in both versions.

EXPECTED PROFILE

Consultants must have the following profile:

• Hold a university degree (Master 2 or equivalent), preferably in development, political sciences, social sciences, legal sciences or related fields;
• A master’s degree in public health is an asset
• Minimum 5 years experience in the field related to the services requested
• Experience in research methodology and qualitative data collection;
• Have a perfect command of French; mastery of Arabic is a plus;
• Analytical mind and synthesis skills;
• Excellent writing skills.
• Knowledge of the Tunisian and Moroccan contexts, and of the regional migratory context (by regional we mean the Maghreb and the countries of the northern Mediterranean)
