Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non- governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

In alignment with the Memorandum of Understanding (MOU) on the Conflict and Fragile Countries Supporting Programme signed between the International Organization for Migration (IOM) and the Korea International Cooperation Agency (KOICA) in February 2024, IOM Somalia will implement a multi-country and multi-year project “Empowering Livelihoods and Economic Vitality in Fragile and Conflict Zones (ELEVATE) Africa” in Baidoa and Kismayo.

Through ELEVATE, IOM will support the efforts of the Federal Government of Somalia (FGoS) to strengthen community resilience against violent extremism, by prompting economic and social inclusion of individuals vulnerable to (re-)recruitment of violent extremist groups, especially women, marginalized individuals, persons with disabilities, as well as low-risk former associates of violent extremist groups.

Under the overall supervision of the Senior Programme Coordinator (Transition and Recovery Pillar: TRP) and under the direct supervision of the Project Officer, the successful candidate will be based in Mogadishu, Somalia with frequent travel to Baidoa, Kismayo and any other new project locations. The candidate is expected to provide programmatic and operational support to ELEVATE, and when applicable, extends support to IOM Somalia’s preventing violent extremism (PVE) portfolio under TRP. In particular, the candidate will assist the Project Officer to oversee the overall implementation of project activities in liaison with civil society organizations (CSO), service providers, and government counterparts.

Core Functions / Responsibilities:

  1. Assist in the coordination and monitoring of the programmatic, operational, administrative and financial aspects of the project in accordance with IOM policies and practices as well as donor’s requirements.
  2. In coordination with the National Project and M&E Officers (Baidoa and Kismayo) and the M&E Officer (Mogadishu), keep track of the status of project implementation, identify gaps and suggest actions to improve implementation.
  3. Assist in the development and adjustment of work plans, project budgets, monitoring and evaluation (M&E) plans and tools, and standard operating procedures (SOPs).
  4. In collaboration with the National Project and M&E Officers (Baidoa and Kismayo), perform and coordinate day-to-day procurement and logistic operations in line with IOM resource management rules and procedures, including but not limited to receiving goods, tracking services for the purpose of ensuring quality, relevance and accountability to beneficiaries.
  5. Coach, train and mentor IOM, CSO and service provider staff to strengthen their technical and operational capacities, as well as to ensure transparency and accountability in operational procedures and maintain a record of relevant documentation.
  6. In collaboration with the Project Associate (Mogadishu), prepare and submit all required liquidation documentation for payment of CSOs and other service providers in line with the payment schedules stipulated in the agreements before submitting for approval to the relevant Officers.
  7. Monitor budget implementation regularly and propose adjustments as necessary.
  8. Participate in relevant conferences, workshops, working groups, interagency coordination meetings and other forums, and provide feedback to the Project Officer.
  9. Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with partners, etc.
  10. Contribute to monitoring reports, case studies, advocacy, research/survey tools, and upon request of Project Officer, gather and consolidate inputs to donor reports.
  11. When applicable, assist the Project Officer with communication and coordination with government focal persons, other United Nations agencies, donor representatives, IOM mission senior management, and security sector authorities.
  12. Perform other related duties as required.

Required Qualifications and Experience

Education

  • University degree in Political or Social Science, Business Administration, International Relations, Human Rights, Law, or any other related field from an accredited academic institution with 2 years of relevant professional experience; or
  • Master’s degree or Equivalent or Higher in the above fields.

Experience

  • Sufficient knowledge of and familiarity with IOM procurement and financial system, such as Purchase Requisition Form (PRF), Purchase Order (PO), Online Invoice Payable Application (OIPA), is required.
  • Experience in providing direct assistance to low-risk former associates of violent extremist organizations (VEOs) and individuals vulnerable to VEOs’ recruitment is a distinct advantage.
  • Experience in implementing one or more of the following activities is a distinct advantage: livelihoods, social cohesion and case management.
  • Experience in working with CSOs is a distinctive advantage.
  • Experience working in Baidoa and/or Kismayo is an advantage.

Skills

  • Strong computer skills, specifically hands-on experience in usage of the Microsoft Office.
  • Excellent interpersonal, communication and teamwork skills to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • Knowledge of IOM resource management rules and procedures.

Languages

Fluency in English and Somali (oral and written) is required.
