CONTEXT :

The Emergency Department is made up of 3 teams:

-A team supporting emergency responses, directly monitored from headquarters or supporting geographic departments.

-An emergency pool deployable within 48 hours to conduct exploratory missions, needs assessments, base/project opening and personal coaching on emergency expertise

-A team responsible for humanitarian monitoring, emergency preparedness and operational support for emergency programs.

The Emergency Management team is also supported by an assistant. Today, 17 people make up the Emergency Management. You will be under the direct supervision of the Director of the Emergency Department.

JOB OBJECTIVES:

Your main mission:

Support Field Programs and Geographic Directorates in anticipating and identifying humanitarian needs in their intervention areas, organizing and strengthening their emergency response capacities in order to be able to set up effective and qualitative emergency operations more autonomously.

As Watch and Emergency Preparedness Officer, you will be responsible for:

Responsibility 1 (task 1): Monitoring and Alert

• Help headquarters and field teams develop a humanitarian monitoring and alert capacity

• Ensure monitoring of context and hazards in prioritized contexts

• Ensure the effectiveness of the alert process in its geographical area, in conjunction with all the employees involved

• Contribute to the implementation of the monitoring and alert strategy

• Supervise the production of thematic analysis content in its geographical area.

Responsibility 2 (task 2): Emergency preparedness

• Based on the existing training framework and toolbox, ensure the capacity of headquarters and field teams to implement emergency responses

• Contribute to the improvement and drafting of emergency preparedness tools and the formalization of processes

• Conduct “emergency preparedness” workshops in the field, and support the development and implementation of emergency preparedness and response plans

• Conduct “emergency preparedness” workshops at headquarters, and support the Geographic Directorate in monitoring the implementation of the emergency preparedness plan

• Facilitate the integration of emergency response into HI programming in the field through support for the drafting of country Operational Strategies (Stratop-Action Plan)

Responsibility 3 (task 3): Operational support

• Support geographic departments and field teams in the diagnosis, sizing and deployment of humanitarian responses (possibility of short field support missions in emergency response)

• Promote internal headquarters/field coordination in the launch and implementation of emergency responses

• Participate in the work of evaluation and continuous learning on the response to emergencies within the organization

• Participate in briefing/debriefing of human resources present/deployed during emergency responses

• Ensure HI’s active participation in the Start Network mechanism in its intervention area

Responsibility 4 (task 4): Responsibility for cross-functional files

• Contribute to the Emergency Department’s fund files in the area of ​​emergency preparedness and response

• Contribute to cross-functional files of other departments of the organization

• Ensure HI’s participation in multi-agency coordination mechanisms on topics related to monitoring, preparedness and response to emergencies.

REQUIRED PROFILE:

  • You have a degree in management and project management, in the field of international solidarity (ideally BAC+5)
  • You have experience in project management and team management in an emergency/post-emergency context.
  • You have professional mastery of English and French (written and oral).
  • You have at least 2 years of experience as an operational manager or field coordinator on emergency programs.
  • You have coordinated and/or supervised emergency diagnostics and responses in the field.
  • You have experience in training and coaching human resources.
  • You have a good understanding of security and operational issues in highly insecure contexts.

Soft Skills:

  • You have good interpersonal skills, diplomacy and a sense of humor.
  • You have strong motivation and are proactive.
  • You have the ability to handle a heavy workload and prioritize.
  • You have good stress management skills.

ACCESSIBILITY OF THE WORKPLACE:

The premises are easily accessible by public transport (bus, metro). A car park and a bicycle park are also available. Within the building, access ramps and elevators guarantee better circulation. All workstations are located in Open Space but boxes are available on each floor to work in peace if necessary. The workspace is very bright.
