Present in more than 15 countries and with 3 regional intervention platforms, the French Red Cross aims to be, internationally, a key organization in the fields of health and disaster management (DRM), fully in line with the Red Cross and Red Crescent Movement, working with and alongside the National Societies of the countries of intervention to protect and build the resilience of the most vulnerable. The CRF implements this support through, in particular, two programs: the global Pilot Programmatic Partnership (PPP) program , funded by DG-ECHO, and the RIPOSTE program of the French Red Cross, funded by AFD.
The French Red Cross’s RIPOSTE program aims to strengthen the capacities of institutional actors and civil society in the face of epidemic risks. This support consists of supporting the capacity building of the National Red Cross and Red Crescent Societies, enabling them in turn, thanks to the achievements of the program (training, manuals, guides, revision of contingency plans, etc.), to strengthen the resilience of vulnerable communities to face epidemic risks. At the same time, it is a question of improving the capacities of the various health and GRC actors in the prevention, preparation and response to epidemics.
Job
Under the authority and supervision of the head of the Public Health Division of the CRF, in close collaboration with the 510 Center (Dutch Red Cross), the School of Advanced Studies in Public Health (EHESP) in Rennes, the Cameroon Red Cross.
- he/she facilitates contact between the SNH, the 510 Center and the EHESP in the development of forecasting models for cholera and measles
- he/she supports the SNH in the establishment and coordination of technical working groups on anticipatory action
- he/she supports the SNH in the development of an Early Action protocol for cholera and a feasibility study for a measles forecasting model
- He/She develops capitalization mechanisms;
- He/She ensures reporting and contributes to the coordination of all activities linked to national and regional actors working in the field of disaster risk reduction and health.
Profile sought : Master’s or 3rd cycle in a relevant field of expertise: Public Health, epidemiology, health statistics, project management, or disaster risk management and reduction
Experience and know-how
- Understanding the chain of transmission of epidemic diseases, the concepts of epidemiological surveillance and the challenges of preparing for and responding to epidemics at the community level.
- Experience in humanitarian responses and epidemic preparedness and response
- Min. 5 years of professional experience (2 years in the field) in the field of coordination and project management in public health
- Knowledge of Early Warning/Early Action Systems as well as in the implementation of anticipation approaches (FbF) and early action protocols (PAP)
- Excellent writing, document formulation and workshop facilitation skills
SKILLS
- Negotiating and proposal strength, diplomat and very good interpersonal skills with colleagues, project partners, national and international authorities
- Diplomatic and very good interpersonal skills with colleagues, technical project partners, national, administrative, traditional and international authorities
- Experience in conducting evaluation and capitalization
- Knowledge of countries and the region and of the Red Cross Red Crescent Movement
- French and English: advanced level (written and spoken)
- Knowledge of a local language would be a plus
