Context:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants, including humanitarian assistance to displaced and host populations. Currently, there are over 7 million internally displaced people residing in host community and camps or camps-like settings in the Democratic Republic of Congo.
IOM’s emergency response covers Camp Coordination Camp Management (CCCM), with a co-leading Cluster role, Shelter and Non-food items (NFI), Water, Sanitation and Hygiene (WASH), displacement tracking and Protection and includes cross-cutting activities in Protection, Protection against sexual exploitation and abuse (PSEA) and Accountability towards Affected Populations (AAP).
Under the overall supervision of the Chief of Mission, direct supervision of the Senior Protection Coordinator and in close coordination with the Head of Emergency Operations, the Protection Officer (in Emergencies) will be responsible for the operational management and supervision of the Protection activities and programme of IOM in humanitarian contexts in the eastern provinces of DRC affected by the crises.
Core Functions / Responsibilities:
- Manage and supervise the implementation of all protection in emergencies activities, interventions and projects (including on gender-based violence (GBV) and child protection) in the given area to ensure alignment with the policies and strategies of the respective global and national clusters and the Humanitarian Response Plan. Ensure that scope, budget, timeframe and quality are in accordance with the different projects’ specifications and IOM’s rules and regulations.
- Backstop the financial management of projects and activities to guarantee alignment with internal and donor requirements, monitoring burn rates for the effective use of the funds.
- Support resource mobilization for protection in emergencies programmes and activities in line with the Protection strategy and the Emergency strategy and engage with donors as necessary.
- Identify programme development opportunities, funding sources, technical interventions and strategic partnerships to strengthen IOM’s protection in emergencies portfolio, notably in general protection, GBV and Counter-Trafficking in emergencies, in line with protection needs on the ground.
- Ensure integration and mainstreaming of protection throughout the emergency programmes and projects (CCCM, Shelter, Site planning, WASH and Displacement Tracking Matrix (DTM) through concrete advice, support to team’s activities including sensitizations, in coordination with the AAP expert, technical guidance, capacity building and coaching of teams, in line with IOM’s and the Inter-Agency standing Committee (IASC)’s guidance, to guarantee the centrality of protection in IOM DRC humanitarian programming.
- Engage with emergency programme staff to ensure integration of cross-cutting themes such as gender, disability inclusion and inclusion of other vulnerable groups through programmatic tools, indicators and documented systems. Take duty travels across the four eastern provinces to visit activities, work with the teams and engage with relevant partners.
- Ensure the development of contextualized guidance notes, tools and systems including monitoring tools on protection and protection mainstreaming and disseminate them across the various units, providing technical support for their use. Identify challenges and good practices as well as suggest necessary corrective actions.
- Contribute to the development of the Mission’s protection strategy for displaced populations in and out of sites, including in the context of return and reintegration.
- Assess training and capacity building needs on protection including on GBV, disability inclusion and child protection, among IOM staff, implementing partners, and other stakeholders and organize and provide training as necessary.
- Provide inputs to and review all project documents ensuring the integration of protection in emergencies and cross-cutting issues.
- Contribute to the development of sector specific response plans and standard operating procedures for protection and protection mainstreaming interventions. Ensure that the protection in emergencies programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tunning of systems and processes.
- Ensure active participation and engagement in cluster coordination meetings including of the Protection cluster, GBV and Child Protection Areas of Responsibility and other relevant forums.
- Ensure appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
- Liaise with the Migration Health Unit on the implementation of Psychosocial Support (PSS) and the Housing, Land and Property (HLP) expert on related issues to ensure their integration into the protection strategy and programme portfolio.
- Liaise with the Protection in Emergencies Unit in HQ and in the Regional Office as necessary.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Humanitarian Action, Political Science, International Relations, International Law, Development Studies, Social Sciences or a relevant field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Demonstrated experience and expertise in implementing varied specialized protection programmes (protection, gender-based violence (GBV), child protection, HLP, protection of civilians (POC), community-based protection, protection advocacy, etc.) in different crisis or conflict contexts;
- Demonstrated experience in protection coordination and IASC platforms;
- Demonstrated experience in managing protection programmes and personnel, at a managerial professional level in emergency and conflict environment;
- Experience in managing and mentoring staff; and,
- Experience in liaison and working with partners and government counterpart.
Skills
- In depth knowledge of various Protection specialized fields and activities and their respective standards (e.g. Protection, GBV, POC, HLP, child protection, protection advocacy, community-based protection and others);
- In depth knowledge and understanding of IASC, humanitarian system, and UN systems;
- Demonstrated analytical and negotiation skills;
- Excellent analytical, drafting and negotiations skills; and,
- Knowledge of UN and bilateral donor programming.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
