WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and around the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

CONTEXT

Médecins du Monde has been working in Morocco since 2013 to ensure access to inclusive and quality care and protection services for all people in vulnerable situations.
MdM-Belgium works in Morocco in close collaboration with Moroccan civil society organizations.
The themes of intervention in the country are: Migration Health and Rights (MHR), Sexual and Reproductive Health and Rights (SRHR) with Gender-Based Violence (GBV) and MHPSS in transversal and the main axes focus on: technical and programmatic support to local partners, consortium coordination, advocacy and mobilization of networks around the themes of interest.

In response to the emergency situation following the earthquake that occurred in September 2023, Médecins du Monde and its partners launched an emergency response in the most affected areas in order to provide appropriate assistance to the most vulnerable people affected by the earthquake.

Our interventions focus on 3 main areas: Oriental Region, Rabat-Salé Region and Marrakech-Taroudant Region.

THE ESSENTIAL

Under the supervision of the country program coordinator, you are responsible for the operational implementation of MIGRATION projects of the MdM mission in Morocco.

DUTIES AND RESPONSIBILITIES

As a Program Officer ;

  • You implement and monitor all project activities in order to guarantee the optimal progress of activities linked to the MdM operational strategy.
  • You provide support to the Country Program Coordinator in managing the technical, relational & operational dimensions of the Migration program.

Planning and operational implementation:

  • Ensure the implementation of the program and its monitoring in its various aspects: logistics, administrative and operational with the support of the mission support departments.
  • Support for the development of terms of reference for external expertise, all types of workshops, training, etc.
  • Development of the plan and timetable of activities with the support and validation of the Country Programs coordinator.
  • Coordinate the organization of external meetings and workshops with the logistics department.
  • Ensure the quality of the execution of program activities and ensure its continuous improvement.
  • Contribute to the regular assessment of the needs of target populations and adapt projects to needs in collaboration with the Country Program Coordination, and with the support of technical referents.
  • Participate in the development of project documents/tools and ensure their proper use by all stakeholders.
  • Participate in the development of financing proposals, budgets, interim and final reports, ongoing projects and/or extensions and new projects, with the mission’s financial coordination.

Reporting and Evaluation

  • Produce tools and supports necessary for reporting activities, ensuring their adaptability with the indicators of each activity.
  • Responsible for drafting various regular internal/external reports on project activities in compliance with deadlines and donor formats.
  • Organize project monitoring meetings with partners on a regular basis.
  • Ensure the proper implementation of monitoring and evaluation mechanisms relating to program activities and implement corrective actions if necessary.
  • Collect data, contribute to their analysis and monitoring of indicators.
  • Advise, arbitrate and support the arrangements to be made in the event of difficulty, malfunction and/or incident.

Administrative Management & Filing and Archiving

  • Establish and monitor project activity schedules monthly and whenever there are changes.
  • Participate in monitoring financing files;
  • Ensure the classification, archiving of documentation, and security of data produced by projects
  • Write regular reports on project activities and communicate them to the Program Coordination

Communication :

  • Act as a point of contact with the Program Coordination vis-à-vis the other members of the Coordination (Finance, HR, Log, MEAL)
  • To be the operational interface of MdM-BE with regard to migration project partners.
  • Inform and alert on the progress of the project

Representation on delegation of the Country Program Coordinator:

  • Participate in meetings with various project implementation partners, donors, and/or other relevant organizations.

These responsibilities will be implemented in a specific and transversal manner on the basis of the annual individual action plan (including the identification of projects), established in collaboration between the manager and the holder of the position in question.
Activities may be required to evolve depending on the context.

YOUR PROFILE

ESSENTIAL

Education / Training and Experience

  • Degree in political science, development, public health.
  • Minimum 2 years of experience in humanitarian development project management

Required skills and qualities

  • Mastering French.
  • Proficiency in the Office package.
  • Excellent writing skills.
  • Effective and efficient communication with others.
  • Good coordination and teamwork skills.

ASSETS

  • Knowledge of the cascading financing mechanism.
  • Knowledge of the migratory context in Morocco desired.
  • Mastery of Arabic.

  • Fixed-term contract (CDD) 12 months in single posting.
  • Salary Conditions:
    • Expatriate Status: gross salary of €2,369.43 for 3 years of experience; a gross salary of €2,441.23 for 5 years of experience; Perdiem 587 Euro. Depending on your tax residence, a withholding tax may be deducted.
    • National Status: Fixed-term contract under Moroccan law, salary conditions according to the salary scale and conditions offered locally.
  • Mission location: Rabat.
  • Starting date: ASAP.
