Consultancy for BHA evaluation support At CARE International

CARE Syria is requesting technical support for baseline and endline of a multi-sector grant in Deir Ez Zor, implemented with 2 local partners and primarily focused on in-kind food basket delivery, with additional WASH and SNFI components. Support is required in delivering the baseline and endline activities and reporting to BHA quality standards. CARE is particularly interested in support for the baseline/endline design, training of the team, quality assurance, and framework for analysis.

Therefore, CARE Syria is calling for proposals from consultancy agencies for the following:

Start date: 1st August 2024

Baseline: August – 30 Sep 2024

Endline: July-August 2025

Duration: 13 months

CARE is tendering for remote support to CARE MEAL and program team, to effect BHA standards and expectations, and to deliver a high quality baseline and endline report. The overall objective is to support project delivery and adaptation, demonstrate that CARE is a partner of added value in challenging operational locations, and that the organization is well-placed for continued funding in upcoming cycles.

To note that:

  • Baseline report is due to BHA before 30 September 2024.
  • CARE team will complete the data collection.
  • ITT with targets and MEAL plan are in place.
  • Alignment with CARE Whole of Syria approach is required.

CARE Syria is requesting quotations for two packages of support as below. One vendor will be appointed both, if it is decided to include Package 2. Package 1 is confirmed and will be contracted.

Package 1: Technical backstop and remote quality assurance support

  1. Design of the baseline and endline:
  • Produce design based on the existing ITT and MEAL plan submitted at proposal stage, which will be provided
  • Development and provision of data collection tools in English and Arabic, coded for Kobo and Excel/Word versions provided
  • Remote, online Training of Trainers (in English or Arabic) for identified key MEAL staff in the country office on these tools with CARE Syria office hours – who will cascade the training to field teams and enumerators.
  • Quality assurance checks during data collection. Start and end of day briefing, data quality checks as agreed at regular intervals, and tool adaptations as needed, throughout the data collection stage.
  1. Analysis framework for baseline and endline
  • Provision of tailored data analysis framework as per modules and BHA indicator guidance
  • Guidance on syntax and BHA terminology before drafting
  • Provide at least one round of inputs into draft baseline report, and one into endline report.
  • Proof reading and data quality check before formatting, design, and submission.

Package 2: Full analysis and drafting

  1. After data collection, the selected agency will be responsible for full analysis, based on the agreed analysis framework and ITT.
  2. Full drafting of the report for baseline and endline, with a review for CARE team built in.
  3. Summary PPT presentation for baseline and for endline.

Requirements:

  • Ability and availability to meet the timelines
  • Pre-developed tools and modules that can be revised, based on the timelines
  • Clear understanding and evidence of working on BHA evaluations in food security
  • Global-level technical excellence of the team
  • Technical expertise in developing BHA modules and technical guidance
  • Organizational added value in supporting BHA evaluations for CARE Syria

Terms of payment:

  • Invoice for package 1 to be submitted and paid after approved baseline report received
  • Invoice for package 2 to be submitted and paid after approved endline report received
