CONTEXT :
Humanity & Inclusion (HI) has been present in Chad discontinuously since the 1990s and permanently since 2014. HI intervenes today in N’Djamena, in the’Est (Adre), the’Ennedi (North East), in Moundou, Doba and Gore (South), in Kanem (Mao) and Lake Chad in Bol and Baga Sola (West). The main current sectors of intervention are :
- Mine action including technical and non-technical investigations,’risk education, mine clearance, and remediation ;
- Functional rehabilitation (kinesitherapy, orthopedics, equipment) ;
- L’inclusive education ;
- L’emergency education and protection
- L’ socio-economic integration of the most vulnerable households, in particular through the development of’AGR, and vocational training ;
- Inclusive local development and’ support for community solidarity
YOUR MISSION :
Under the responsibility of the Programme Director, as Operations Manager, you contribute to the implementation of the mandate and strategy of’Humanity & Inclusion. You ensure the’ optimization of the quality and the’impact of projects implemented in the country, through’a delegation system with appropriate control mechanisms. You share with all other HI managers the burden of’a healthy management and’a good functioning of the global’organization, through paradigm shifts.
Two major challenges are offered at the post. The first being the support of our local partners and the second being the implementation of our projects, in particular the two new projects that will start in the second half of 2024 in a new area.
In this context, its missions are as follows :
Mission 1 : Management
- Incarnates HI values on a daily basis, and is a role model.
- Understands the strategy, the’explicit, translates it into operational objectives for his team, leads the necessary changes. Gives meaning to every act of management. In this context, it encourages exchanges of practice between and within directions. Encourages’innovation and risk taking.
- Organizes the operational management of its team, structures work around identified processes, drives performance, and facilitates problem solving.
- Contributes to the development of its employees, creating the conditions for their commitment, professionalism and commitment to HI. Ensures compliance with the code of conduct of institutional policies, the’ state of mind and expected individual and collective behaviors.
Mission 2: Strategy and steering
- Contributes to the development of the operational strategy of the programme, as well as’s to its implementation and annual monitoring
- Implement the project part of the operational strategy of the programme
- Contributes to organizational transformation, in particular through changes in managerial practices, continuous improvement and contributes to the improvement of work processes
Mission 3: Standards and Expertise
Ensures the deployment and compliance with the global frameworks, institutional policies and standards of HI.
This includes: mandatory frames of reference (such as mission and values of HI or HI change theory:’access to services), all HI institutional policies (Security/Code of Conduct and Protection/Fraud Prevention/PES and Quality Reference Project/age-gender-handicap), the’ set of institutional directives and processes ; delegation thresholds ; security levels …
Mission 4: Operational implementation
- Ensures the proper management and monitoring of projects under his responsibility
- Keeping in mind the potential opportunities and risks, contributes to the monitoring and analysis of evolutions made by its hierarchical manager, and propose mitigation measures if necessary
- Develops the’external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the’organisation (events, media) in its area of responsibility.
- Ensures the functional animation of teams on its area
Mission 5: emergency preparedness and response
- Pilots emergency preparedness actions in its department and, in case of’urgency, reorganizes the priorities of its team according to the humanitarian imperative, the, in order to’ ensure a fast and efficient HI response.
SPECIFICITIES/PARTICULARITIES OF THE POSITION :
The post is based in N’Djamena, where there is no curfew in the Klemat district, but a curfew in the rest of the city at 0:00 am. Restaurants and activities are available.
YOUR PROFILE :
With a general education/degree (Political Sciences, School of Commerce, etc.), you have at least 3 years of experience in project management, with at least some experience in project coordination.
You have good skills in management of’team, as well as the’experience in external representation.
You have’ experience in l’ methodological support to the design and management of projects and in the development and management of partnerships.

- 24-month International Contract, ideally from 1 December 2024 ;
