MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

  1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;
  2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance;
  3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;
  4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response.

The current intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

OBJECTIVES OF THE POSITION

MEAL specialist leads in the field in the implementation of MEAL action plan and in accordance to PQP and strategic departmental priorities as set by the MEAL manager. The MEAL specialist should provide ongoing guidance and support, ensuring that the final MEAL products (such as monitoring tools, monitoring reports, MEAL plans, evaluation reports, ToRs, etc.) meet the required quality standards. He/She should assist the MEAL manger in setting the MEAL action plan, capacity building of HI MEAL staff and partners, the design of new tools and report templates, SOPs and guidelines.

MAIN RESPONSABILITIES

Responsibilities:

Mission 1: Strategy and steering

  • Contributes to defining MEAL and Information Management action plan, and support MEAL leads in the field in the implemention of this action plan;
  • Helps drive the performance of the MEAL department.
  • Forwards to the Programme / Regional MEAL manager any information or difficulties that could help improve
    systems;
  • Participates in strengthening the MEAL skills of partners

Mission 2: Standards and expertise

Responsibility 1 : Supports MEAL leads of the hubs to implement the minimum quality standards as described in PQP (Project quality policy)

  • Introduce the PQP to the MEAL and operations teams in the hubs and explain the minimum quality standards.
  • Analyze current practices/gaps for implementing PQP operational processes;

Mission 3: Operational implementation

Responsibility 2: Support MEAL leads in the hubs in the implementation of tools to measure outcomes and for ensuring compliance with methodological standards to be used when conducting surveys

  • Support MEAL leads in drafting survey ToRs, including selecting and drafting the right methodology within a survey protocol.
  • Follow up on the implementation and quality of the surveys, through design, data collection, analysis, and reporting.

Responsibility 3: Support MEAL leads in the hubs insetting up monitoring system

  • Support in the implementation of monitoring and reporting tools and processes supporting monitoring and evaluation of the programme.Monthly analysis of processes and results; consolidation of statistics and information for all sectors .
  • Conduction of training at hub level for the appropriate use of the monitoring tools and processes.
  • Ensures the quality of the monitoring reports by ongoing revision and support.

Responsibility 4: Support MEAL leads in the hubs in implementing evaluations system, in compliance with the HI standards applicable to project evaluations

  • Follow up and support MEAL leads to ensure that evaluation activities are carried out and respect the standards laid out in the Evaluation Toolbox, including annual self-evaluations and follow-up to internal evaluations.
  • Follow up and support MEAL leads to ensure that feedback sessions on the findings of evaluations are held with the beneficiaries and other stakeholders in the projects.

Responsibility 5: Is responsible for the application of the mechanisms defined by the Programme MEAL Manager to provide accountability to affected populations

  • Supports MEAL leads to improve accountability to populations’ mechanisms and the facilitation of these mechanisms, including mechanisms for managing feedback and complaints, information mechanisms and mechanisms for strengthening the participation of populations in the projects.;
  • Follow-up of the feedback and complaint mechanism (FCM) systems .
  • Trains the teams in key accountability to affected populations concepts (non-discrimination, protection and participation);
  • When necessary, delivers training on institutional safeguarding policies (Code of Conduct, child protection, prevention of bribery and corruption, protection against sexual exploitation, abuse and harassment);
  • Trains and accompanies the teams in implementing established accountability to affected populations systems and participatory approaches;
  • Trains teams in contact with the populations in active listening, benevolent communication and the basic aspects of interculturality

Responsibility 6: Contributes to learning and the continuous improvement of HI’s project

  • Analyses learning practices at project level;
  • Support Hub MEAL lead in the implementation of methods and tools for the collection, analysis, modelling and ownership of the knowledge produced, at project level
  • Ensures the sharing of knowledge produced internally on the project
  • Support MEAL leads and contribute and lead when needed in learning sessions
  • Promotes the use of HI’s professional collections for the formalisation of reference documents and supports teams with writing.
  • Is responsible for ensuring that minimum digital accessibility requirements are met;

Other

  • Present HI in external forums as and when called on

REQUIREMENTS

Education and experience:

  • Typically, a bachelor’s degree in social sciences, public health, statistics, or international development. Master’s level or a higher degree in social sciences, public health, statistics, or international development preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 3+ years of relative progressive experience in the field, including minimum of 2 years of applied experience with a humanitarian organization in designing, implementing and overseeing monitoring and evaluation tasks in relevant sectors.
  • Experience with M&E approaches for key donors such as USAID, BHA, ECHO, EU, FCDO, UN, etc. Experience in database design and other tools for information management such as Survey CTO, Survey 123;
  • Experience in the use of qualitative and quantitative software for data analysis.
  • Able to identify gaps in staff knowledge of MEAL concepts and skills and provide training in these topics.
  • Ability to write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
  • Understanding and experience supporting the implementation of community-based feedback mechanisms and accountability to affected populations initiatives
  • Demonstrated understanding of data protection and confidentiality as part of data collection and management practices and ability to respect and maintain confidentiality.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, PowerPoint and Teams.
  • Competency in using statistical software EPI-Info, SPSS, and STATA and Excel for more basic analysis.
  • Possess the skills in qualitative data analysis software such as MaxQDA, NVivo, Atlas.ti or using simple thematic analysis techniques.
  • Possess the skills to supervise the use of mobile data collection software such as Ona, KoboToolBox and XLSFORM coding.
  • Have analytical, conceptual, and strategic thinking skills.
  • High-level English proficiency (Speaking – Reading – Writing).
  • High-level MISSION’S LANGUAGE proficiency (Speaking – Reading – Writing).

JOB CONDITIONS

– Remuneration: 2,050 JOD

– Duration/ Type of contract: Six months renewable – based on a timeline project
