About Us

Global Rights Compliance (GRC) is an international human rights law foundation specializing in international humanitarian & criminal law.

GRC has been present in Ukraine since 2015 where we work with the OPG, law enforcement agencies, and CSOs to support the documentation and investigation of international crimes to bring about accountability. GRC co-leads the Atrocity Crimes Advisory Group (ACA), initiated by the US, the EU, and the UK to aid Ukrainian law enforcement agencies. Special expert groups known as Mobile Justice Teams (MJTs) are composed of legal specialists who support the Prosecutor General’s Office and regional prosecutor’s offices, working closely with investigators and prosecutors to provide support in prosecuting international crimes, advising & assisting in the documentation, investigation, case building, and prosecution.

MJTs operate throughout Ukraine in areas of interest to the OPG and have acquired an intimate knowledge of the conflict operating environment, and built trust-based relationships with all criminal justice system actors, relevant governmental bodies, CSOs, and international partners offering a strong blend of technical expertise and knowledge of the Ukraine context/conflict.

We are seeking an International Lawyer/MJT Team Leader to join our Ukraine team. The MJT Team Leader will have specialist experience to cover the full spectrum of tasks arising in war crimes prosecutions, including crime Areas such war crimes, crimes against humanity, including deportation, detention/torture, CRSV, plunder, indiscriminate/disproportionate attacks, and other inhumane acts, propaganda, aggression, and genocide, and he/she should possess investigative techniques such as financial/supply chains, imagery analysis, comms/cyber intercepts, informant handling, fire/arson, military documents/intercepts, exhumation/post-mortem, & OSINT.

Duty Station: Kyiv, Ukraine

Contract Duration: 6 months contract with potential for extension.

Full / Part Time: Full Time

The Role

  • Provide overall strategic direction to the team in close coordination with the MJT Lead and Deputy Lead.
  • Lead in the preparation and implementation of work plans and other planning documentation including project deliverables.
  • Oversee the delivery of program technical outputs as agreed with and coordinated by the MJT Lead.
  • Lead efforts to provide guidance to regional prosecutors on building cases and cooperating with Law Enforcement Agencies (LEAs) in ongoing investigations related to International Humanitarian Law (IHL) cases.
  • Lead on advising regional prosecutors on building cases and on cooperation with LEAs in ongoing investigations of IHL cases.
  • Identify opportunities to support the Office of the Prosecutor General of Ukraine and other project beneficiaries.
  • Oversee crime scene visits.
  • Manage the team’s resources in a way that enables meeting internal and external deadlines.
  • Ensure effective skills transfer and capacity building through mentoring and coaching of the team.
  • Ensure effective communication with the MJT Lead, Chief of Staff, other team leads and focal points, and also external stakeholders.MJT procedures.

Your Background

  • 10 – 15 years of relevant investigative experience in war crimes, crimes against humanity, or genocide.
  • Significant experience in live prosecutions; with practical experience in a national jurisdiction; practical ICL and IHL experience.
  • Previous role in a national or international prosecution team.
  • Practical experience working with justice actors.
  • Flexible and creative; able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems and solutions orientated.
  • Able to work independently without detailed guidance to get started; can be given a ‘desired outcome’ and is able to plan the actions required to reach it.
  • Practical thinker, able to break down and pursue the elements required to operationalise an investigative/prosecutorial strategy.
  • Willingness to support all aspects of a national investigative/prosecutorial strategy.
  • Administratively competent; able to manage competing urgent demands.
  • Practical experience of working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material.
  • Fluency in English – Written and verbal skills.
  • Experience of working in a post-Soviet country/system is desirable.
  • Practical experience working with justice actors is desirable.
  • Experience working within a legal team at one of the international ad hoc tribunals is desirable.
  • Fluency or competency in Ukrainian or Russian is desirable.
