Deputy Head of Operational Logistics in charge of Logistics Workforce M/F At Médecins Sans Frontières

Médecins Sans Frontières (MSF), an international medical humanitarian association founded in 1971, provides medical assistance to populations whose lives are threatened : mainly by armed conflict, but also by epidemics, pandemics, natural disasters and exclusion from healthcare. The French section (OCP) is present in about thirty countries. In MSF, logisticians are responsible for humanitarian engineering, or all the technical aspects of our programs, including facilities management, electrical installations and generation, wastewater and medical waste disposal, clean water delivery, mechanics, etc.

As part of a job creation, we are looking for a Deputy Head of Operational Logistics in charge of Logistics Workforce.

Mission:

Job purpose: Through the creation of the Log Workforce unit within the Operational Logistics service, the Logistics and HR departments are seeking to improve the management of the logistics worforce as a whole to meet the logistical needs of OCP’s operations. The Log Workforce unit will focus on skills definition and development, as well as the overall management of OCP’s logistics pool, in close collaboration with the Recruitment, Pool Management, Learning & Development and Operational HR services. The Log Workforce unit has the mission of ensuring sufficient quality and quantity of logisticians to meet current and future operational needs.

Job purpose: The Deputy RLO in charge of Log Workforce will be responsible for building and leading the Log Workforce unit within the Logistics Department. He/she will be responsible for the coordination of the entire Logistics Workforce, from field project sites to headquarters, working closely with the HR and Operations departments. This person will play a key role in defining the recruitment and training strategies, performance monitoring, and retention of logisticians to ensure efficient, high-quality logistics operations for the organization’s humanitarian missions.

Main responsibilities:

Defining and managing the logistics pool:

· Manage the logistics pool to ensure the quantity and quality of logisticians with the right profile to meet OCP’s operational needs.

· Implement corrective measures to ensure the health of the logistics pool.

· Define logistics job profiles for OCP or in intersection depending on the context and have them validated via IRFFG international procedures.

· Analyze and steer recruitment activities for OCP (via MSF France and partner sections) to ensure the health and renewal of the logistics pool.

Recruitment and selection:

· Collaborate with the recruitment team to establish and implement strategies for recruiting qualified candidates for logistics positions.

· Technically validate profiles for logisticians applying as general logisticians for expatriation.

Logistician skills development and performance management:

· Define the overall training and skills development needs specific to logisticians and support the implementation of these training programs by the Learning and Development department. Lead some training courses.

· Regularly assess logisticians’ skills overall, and devise and implement a strategy to improve the quality of their work (via standard development plans, coaching initiatives, etc.).

· Establish clear performance standards for logisticians and ensure regular assessments and analysis of overall performance management among logisticians.

Staff retention :

· Define and implement strategies to retain talented logisticians, including the development of career plans and recognition programs. Identify retention factors.

· Manage job satisfaction issues and help improve the working environment.

· Ensure the quality of the logistics pool by finding alternative solutions for terminated logisticians or by making clear decisions on the inclusion in the pool of candidates in the grey zone.

· Ensure the mobility of logistics personnel within the organization, in collaboration with the International Field Mobility Coordinator and the cells.

Internal coordination :

· Collaborate with other MSF France departments and other MSF sections to align logistical staffing needs with organizational objectives.

· Steering the logistics business committee between operational HR, recruitment, pool management, and the learning and development department.

· Ensure smooth communication between the logistics department and other departments.

Monitoring and reporting :

· Monitor performance indicators linked to the logistics pool and prepare an annual report for management.

· Present the current situation, the measures taken and the strategy adopted to the relevant players (Ops Meeting, Coordination Week, Group Committee, etc.).

Profile:

Qualifications required:

• University degree in logistics, human resources management or related field (engineering, project management, etc.), or equivalent professional experience.

Experience :

· Essential: at least 12-months experience in a humanitarian field in a coordination position within an international NGO, preferably with MSF.

· Significant and relevant professional experience in team management, human resources management, skills development, and project management (preferably in the humanitarian sector) required (at least 4 years)

· Preferably, basic experience in one or more logistical fields (plumbing, mechanics, electricity, electronics, telecoms, construction, etc.) that shows an aptitude for the logistics technical profession.

Skills and knowledge :

· Excellent communication, project management and problem-solving skills

· In-depth knowledge of logistics technical practices and skills management

· Ability to work independently and collaborate effectively as part of a multidisciplinary team

· Mastery of the Office pack

· Strong humanitarian commitment

· Ability to take the initiative, ability to make proposals, good communication skills, excellent interpersonal skills.

Languages :

· Fluent written and spoken English C1 required.

· Good written and spoken French B2 required.

Status: 18-month fixed-term contract, full-time. Executive position.

The position is based in Paris 75019, with occasional travel to MSF field sites to be planned.

Conditions:

54.91K€ gross per year over 13 months.

22 days of RTT per year. Health insurance paid at 100% by Médecins Sans Frontières. Meal vouchers with a face value of €11 (60% paid by Médecins Sans Frontières). 50% reimbursement of public transport fares.
