A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. It also heads 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
Just as in the professions it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This translates into an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at the greatest efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their full autonomy.

CONTEXT OF THE JOB
Since 2018, the CRF has been the Principal Recipient (PR) of the Global Fund’s HIV and TB grant in CAR and has been renewed by the National Coordinating Body (CCM) as Principal Recipient (PR) of the HIV/TB/Malaria component of the new 2024-2026 grant. As PR, the CRF is responsible for managing and coordinating the implementation of all HIV, TB and Malaria activities assigned to it in partnership with the MSP, the CN/CNLS, CSOs and the CRCA. The CRF has set up a Program Operational Unit (POU) in CAR which coordinates the implementation of the HIV-TB-PALU grant which began on 01/01/2024 and will end on 31/12/2026.
The Central African Red Cross (CRCA)
The CRF is in the CAR at the invitation of the Central African Red Cross (CRCA). The CRCA has been a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) since September 3, 1973. With the support of the movement’s partners, the national society adopted a strategic development plan in May 2016 with axes that promote resilience, health, first aid, food security and hygiene. The CRCA’s anchoring in the communities makes it possible to optimize relations with local authorities. This anchoring involves in particular the network of volunteers, which also makes it possible to ensure real sustainability of the project’s activities, even after the end of the project.
Job
Function
The Deputy works closely with the Coordinator of the Operational Unit of the Program (UOP) for the operational management of activities in accordance with the objectives set with a focus on the coordination of the community program. He/She will be based in Bangui with possible travel to the intervention areas of the program.
Hierarchical link
- He/She works under the direct responsibility of the UOP coordinator.
- He/She directly supervises: the community component team, as well as the Health Systems Strengthening (HSS) Program Manager and the UOP Program Management Assistant.
Working links
- He/She works closely internally with the HIV, TB and malaria program team as well as the coordination team of the sub-delegation in Berberati (medical, logistics and administration/finance coordination), the program manager in Bangui and the CRF headquarters in Paris (FM Grants Coordinator at the CRF headquarters and the technical department).
- He/she works closely with the 12 Civil Society Organizations (CSOs) involved in the implementation of the program and the CRCA.
- He/She collaborates externally with national HIV, malaria and tuberculosis control programs, project implementation partners and technical and financial partners of the Ministry of Health working in the field of TB, HIV and malaria control.
Responsibilities:
- Coordinates the organization, planning, implementation and monitoring of FM Program activities;
- Coordinates and supervises the implementation and monitoring of community program activities;
- Support for the coordination, implementation and monitoring of RSS activities;
- Support for administrative, financial, logistical and human resources management

Candidate profile
Education: holder of a higher diploma (BAC+5) in social sciences or health sciences (medicine, public health, pharmacy, nursing) or equivalent experience.
Linked to the role of assistant UOP coordinator:
- Proven experience in coordination and management of health projects (5 years), preferably in partnership with national authorities such as the Ministry of Health,
- Experience in the field of combating HIV/AIDS, tuberculosis and malaria;
- Experience in supervising community activities and/or experience working with community and/or civil society organizations at the national level strongly desired;
- Excellent writing skills (synthesis, clarity, speed);
- Knowledge of the management mechanisms of projects subsidized by the Global Fund would be a plus;
- Excellent communication and negotiation skills;
- Proven skills in managing national and international, multidisciplinary teams;
- Proficiency in IT tools (complete autonomy on Word and Excel);
- Good analytical and synthesis skills

Conditions of employment
- Status type : expatriate
- Type of contract : Fixed-term contract under French law/precarious employment bonus paid at the end of the contract
- End-of-year bonus : equivalent to a 13th month pro-rated to the time of presence
- Perdiem : daily perdiem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Airfare 100% covered by the CRf for home/mission travel for 6-month leave
- Health coverage : CFE + MSH Mutual Insurance (100% covered) – 75% covered by the CRf
- MedEvac/repatriation insurance : YES
